Carrying out legal analysis of Yemeni regulatory framework (with regard to relevant international conventions, Yemeni regulatory principles and stages of Yemeni regulatory making process) as a legal base for further regulatory making process
Evaluation and compilation of market and biodiversity analyses results as a factual base for further regulatory making process
Research of the best biodiversity regulation practices worldwide.
Conducting a consultative workshop with members of local authorities and representatives of environmental activities in Socotra to explore the situation on the island and indicate its specific needs.
Preparation of preliminary general concept of regulation covering all appropriate regulatory measures (with recommendation of the best available regulatory technique)
Consultations with different stakeholders and project management to present the preliminary general concept of regulation and agree on the way forward
Preparation of preliminary draft of regulation (in relevant paragraph form) on the base of consultations results, contemporary state of Yemeni and international legislation and actual requirements
Consultations with different stakeholders and project management to present the preliminary draft of regulation and agree on way forward
Preparation of final draft of regulation on the base of consultations results and in accordance with contemporary state of Yemeni and international legislation and actual requirements, covering all aspects of marketing regulation (including authorities and their powers, certification, application system, records).
Presentation of the final draft to project management in form suitable for sequential regulatory making steps (i.e. in required form and accompanied by all necessary docs).
Training to local authorities in Socotra to familiarize their staff with the content and consequences of the drafted regulation.
Competencies
Excellent knowledge on international conventions related with export of threatened species (a.o. CITES).
At least 5 years of environmental law and legislation making experience.
Excellent oral and written communication skills in English.
