NDP’s GEF unit is a key part of the Energy and Environment Group (EEG). This placement ensures that global environment concerns are mainstreamed in UNDP’s overall portfolio of activities. UNDP’s GEF unit is organized by focal area, with the Principal/Senior Technical Advisor being the team leader within each focal area. Each Principal/Senior Technical Advisor supports a larger team of regionally based UNDP-GEF Regional Technical Advisors (RTAs) and Portfolio Managers, who in turn support UNDP’s country offices and partners in their focal area work in their respective countries.

The UNDP/GEF team in Dakar forms an integral part of the decentralized Energy and Environment Practice, which is located in the Dakar UNDP Regional Service Center. The UNDP/GEF team in Dakar serves 26 countries in West and Central Africa and covers the following focal areas: Biodiversity conservation (BD) Climate Change Mitigation (CC-M), Climate Change Adaptation (CC-A), International Waters (IW) and Land Degradation (LD).

The Climate Change Mitigation focal area is responsible for the promotion, reinforcement and management of the UNDP portfolio on GEF Climate Change mitigation projects related to Energy, Infrastructure and Transports. Besides the identification and selection of project opportunities and their stakeholders in the Region, this duty includes the design, preparation and elaboration of a full GEF projects proposal documentation, ready for submission to the GEF-4 or GEF-5 pipelines. Currently, the Office’s portfolio includes 8 ongoing projects under GEF-4 and the Office expects on average 15 other project under GEF-5.

This year’s transition between GEF-4 and GEF-5 comes with significant modifications on the project documentation templates, whose effective integration and implementation clearly require additional time and human resources that the existing staff of the Regional Coordination Unit cannot provide. This motivates the need for an International Consultant on Climate Change Mitigation, able to facilitate the transition from GEF-4 to GEF-5 and to assist the overall GEF Portfolio management.

 

 

Duties and Responsibilities

Under the supervision of the Regional Technical Advisor and Portfolio Manager for Climate Change Mitigation, the Consultant assists the identification, preparation and development of GEF projects proposals ready for submission to the GEF-4 and GEF-5 pipelines for West and Central Africa.

More specifically, the Consultant will be entrusted with the following responsibilities (with various tasks expected to be done concurrently):

  • To review and assist the development of the Project Identification Forms (PIFs) of the projects currently included in the aforementioned portfolio, in particular the planned projects in Sierra Leone, Cape Verde, Sao Tome and Principe, Nigeria, Niger, Republic of the Congo (Congo-Brazzaville), Democratic Republic of the Congo (Congo-Kinshasa), Mauritania, Côte d’Ivoire, as well as the Great Green Wall cross-country project.
  • To review and assist the preparation of the GEF Project Documents (Prodocs and CEO endorsements) currently developed in the aforementioned portfolio, in particular projects:  “Promotion of Jatropha Curcas as a resource of Bioenergy” in Burkina-Faso, “Promotion of the use of agrofuels from the production and use of Jatropha oil” in Mali, “National GHG Reduction Program through Energy Efficiency in the Built Environment” and “Typha-based Thermal Insulation Material Production” in Senegal, and “Integration of GHG emission reductions in Niger's Rural Energy Service Access program PRASE-GES” in Niger.
  • To identify new GEF project opportunities for Climate Change Mitigation in West and Central Africa with their potential stakeholders, and initiate their consultation and collaboration
  • To translate existing project documentation (PIFs and PPGs) following GEF-4 templates into the GEF-5 compliant format
  • To undertake an overall assessment of existing monitoring strategies and limitations in the Sub-Saharan context, and propose innovative alternatives to strengthen project monitoring and data collection and feedbacks, with a strong focus on methods relying on participatory involvement of local communities. Existing GEF projects proposals should be refined in the light of the outcomes of this study to better integrate the territorial dimension of Climate Change Mitigation.

  • Skills in facilitation and coordination, entrepreneurial spirit and demonstrated ability to work in an independent manner;
  • Strong analytical, writing, communication and advocacy skills;
  • IT literacy, familiarity with e-presentation techniques and ability to operate with on-line web-based applications;
  • Excellent drafting ability and presentation and communication skills, both oral and written; ability to explain complex issues to UNDP staff and external partners;
  • Work experience in an international organization is an advantage, as is knowledge of UNDP policies and procedures;
  • Previous experience with GEF mechanisms will be an asset

 

Required Skills and Experience

Education: 

  • Graduate degree in Environmental Sciences, Environmental Management, or a closely-related field;

Experience:

  • Relevant experience in the area of Climate Change.
