The main responsibility would be to overview of RES project from aspect of saving CO2 emissions. Montenegro has in the past three years started actively with development of RES projects, especially small hydro power plants and wind farms. Government of Montenegro has signed 13 contracts for construction of small hydro power plants with total installed capacity of 100 MW that includes 34 SHPPs as well as 2 contracts for construction of wind farms total installed capacity of 96 MW. Montenegro is currently in the procedure of adoption of new regulatory framework for RES field which includes feed in tariffs, or guaranteed purchase price for produced electricity for twelve years. The tariff was computed by the simple model that net present value is zero after including all investment and operating costs and it will last 12 years. None of the signed contracts deals with the issue of CDM projects or CO2 certificate. However the regulatory framework that is currently underway is expected to define the relationship among the RES projects’ support schemes and CDM projects. Ministry of Economy is currently working on this and the needs an expert to help overview the current projects and suggest the systematic solution in order to make sure that the RES projects are not getting double incentives and that the country is implementing the EU policy in the best way possible. According to the Energy Law, final consumers are the ones that pay for the support of RES projects through feed in tariffs as is the case with many other EU states. ?
