The task of the International Consultant will be to ensure that essential steps in the process of estimation of direct and indirect GHG emission reduction to be achieved within the UNDP-GEF FSP “Energy Efficient Design and Construction in Residential Sector” are undertaken. To this end, the International Consultant will be responsible for mobilizing and leading national technical experts for planning and effectively undertaking the required surveys and preparatory field work, and the timely delivery of the agreed documents. Under the overall guidance of UNDP Head of Energy & Environment, UNDP Kazakhstan CO and in close cooperation with Renewable Energy Adviser and a group of national consultants, the International Consultant/GHG Monitoring and Accounting Specialist (acting in his/her individual capacity) will be tasked with the following duties and responsibilities: Activity 1 –Baseline data collection and information gap analysis for preliminary assessment of energy efficiency in residential buildings - Review baseline information delivered by the local experts;
- Assess level of energy consumption in the existing residential buildings based on the information collected by local experts;
- Identify negative impacts on environment due to high levels of energy consumption and energy inefficiency of the existing residential buildings
- Make relevant contribution to the baseline and situation analysis.
Activity 2 – Institutional capacity assessment, regulatory and legal context in terms of promotion energy efficiency in residential buildings - Analyze opportunities for direct and indirect energy saving and GHG emission reductions from the introduction of integrated building design and new energy efficient norms/standards for design and construction of residential buildings;
- GHG analysis of current and readily available materials/technologies in Kazakhstan
Activity 3 – Project Scoping and Definition - Assess the integrated building design approach’ capacities to reduce GHG emissions and to mitigate the adverse impact expected from climate change;
- Come up with direct and indirect GHG emission reduction estimate for FSP;
- Define local, national and global environmental benefits, including estimation of project GHG emission reduction (direct and indirect) and full documentation of methodologies and assumptions used for fuel mix, fuel consumption, fuel prices, and the operational lifetime (and performance) of any technologies included. The estimate of benefits should include a calculation for the project implementation period and a longer period to be determined in consultation with the project manager;
- Identify scope and recommend the relevant activities for the FSP;
- Contribute to development of Request for CEO Endorsement/Approval and Project Document for UNDP-GEF FSP “Energy Efficient Design and Construction in Residential Sector”
