Description

The objective of the project is to reduce the growth of the transport-related greenhouse gas emissions in the City of Almaty, while simultaneously improving urban environmental conditions by:

  • improving the management of public transportation and air quality in Almaty;
  • building capacity in Almaty to holistically plan and implement improvements in the efficiency and quality of public transport;
  • building capacity to holistically plan and implement integrated traffic management measures in Almaty City;
  • implementing a demonstration project that raises awareness and increases knowledge of sustainable transport.

A continuation of the “business-as-usual” growth of the transport sector without interventions will be counter to Millennium Development Goals (MDGs) of “ensuring environmental sustainability” (MDG-7) and to develop global partnerships to achieve development.  CAST has been designed to contribute to the outcomes and outputs of UNDP Kazakhstan Country Program (CP) and the 2010-2015 UNDAF . Specifically, CAST aligns with Kazakhstan’s UNDAF Outcome 2: Environmental Sustainability, Agency Outcome 2: Government, industries and civil society take steps to mitigate climate change impacts through energy efficiency measures, and Output 2.3: Government and energy consumers are better equipped with knowledge, policies and pilot cases on energy efficiency measures in sectors with high CO2 emission levels.

The project will support achievement of GEF-4 Strategic objective-CC 5: Promoting Sustainable Innovative Systems for Urban Transport with a particular emphasis on “non-technology” options, such as planning, traffic management and modal shift to low-GHG intensive transport modes.  The global objectives of CAST will be to facilitate GHG reductions through these modal transport shifts.  As a consequence, urban mobility will improve through the use of efficient transport modes of lower carbon intensity and increased fuel efficiency of a modernized bus fleet.

Duties and Responsibilities

Objective:

Provide management oversight for project as required and recommend actions that focus work plans on achieving key milestones in a timely manner;

Recommend special expertise to be deployed on the Project to assist in its achievement of key milestones, and provide the interface between Project team and key specialist consultants, both domestic and international when appropriate;

Provide technical support to the Projects Manager to go through and finalize the Inception phase of the Project. In essence, the responsibility of the IC is to ensure that the overall technical direction of the project in this phase is maintained and flexibly adapted to meet the practical challenges faced during implementation.

Aim

  • To evaluate the overall project activities for project implementation in relation to the objectives and expected outcomes and indicators as stated in the project document and the other related documents.
  • To evaluate the project effectiveness and cost-efficiency.
  • To analyze the arrangements of project management and implementation
  • To evaluate the progress attained so far in relation to the project outcomes
  • To investigate the strategies and plans intended for the timely achievement of the overall project goal.
  • To document and analyze the first lessons learned in respect of the project design, its implementation and management; and especially related to the implementation of landscape level conservation planning.
  • To assess the sustainability of project interventions.
  • To assess the relevance in relation to the national priorities.
  • To provide the recommendations for the future project activities.

In particular, the mid-term evaluation exercise will assess the progress of the basic project objective, alleviation of threats and will identify any constraints to the project implementation and their causes. Evaluation intends also to provide the recommendations for corrective measures to be undertaken. The effective measures to correct the problem areas identified should be provided by the evaluation. These effective measures will be required before the decision to be made in relation to the project continuation.

Scope of work:

Project Management:

  • Provide strategic advice on the overall project implementation strategy to Project Board and PM.
  • Based on project Logical Framework, prepare and help PMU assure the effective implementation of the project impact-oriented M&E plan.
  • Assist PMU to carry out risk assessment and prepare risk mitigation plan, ensuring that risk mitigation actions are incorporated in the project work plan.
  • Jointly with Project Manager and based on inputs from national experts prepare Project Inception Report, including overview of changes in project environment, summary and justification for revision in Project Logical Framework, M&E plan, Risk Log, QA/QC provisions and quarterly annual work plan and budget for 2011-2012.
  • Act as quality reviewer of selected project outputs and TORs and provide professional advice/solution for quality improvement

Policy and technical advice in individual project components

Outcome 1: Improved public transport and air quality management in Almaty City:

  • Streamline institutional arrangements for developing and regulating urban transport services within the Municipality
  • Improve capacity to request, award, monitor and manage urban transport delivery contracts
  • Strengthen legal regulatory instruments to enforce urban transport delivery contracts.
  • Broad understanding of sustainable transport costs, benefits and expected subsidy payments.
  • Strengthen instruments to manage and enforce mobile emission standards

Outcome 2: Improved efficiency and quality of public transport in Almaty:

  • Prepare a detailed analysis of the bus sector and existing regulatory framework.
  • Municipality has prepared a public transport development strategy with solid justification of the proposed urban transport regulatory reform.
  • Public transport improvements are holistically planned and coordinated through a new regulatory authority that will include the proposed LRT and trolley bus routes with BRT and feeder routes to enhance ridership of the public transport.
  • Changes are proposed in urban land use around transfer points in new sustainable transport system.
  • The Municipality has adopted plans to modernize existing transit rolling stock through a bus exchange program.
  • The Municipality has adopted plans to sustain quality public transit service through staff training on maintenance and operation of public transit company assets.

Outcome 3: Integrated traffic management in Almaty city:

  • Municipality has developed plans to improve management of road space through implementing parking concessions in the City.
  • Municipality has developed plans to decrease inter-city trip times of public transport through synchronized lighting and dedicated lanes.
  • Plans developed for restricting vehicle movements in certain areas to encourage pedestrian and non-motorized vehicle traffic and retail economic development.

Outcome 4: Demonstration and raising awareness of sustainable urban transport:

  • Operational demonstration for holistically planned BRT/LRT/Metro system along Tolebi and Abai Avenues and other selected corridors.
  • Trend of increased passenger mode share of public transit resulting from the demonstration.
  • Operational demonstration for efficient traffic management corridor along Abai Avenue.
  • Experience of demonstration projects is shared;

Inception Phase:

  • Knowledgeable with the project document including objectives, outcomes, outputs and activities including project work plan and monitoring and evaluation plan.
  • Knowledgeable with the development programs and projects, infrastructure development and investment plans and relevant policies that are under way with regards to transportation system in Almaty city.
  • Update accordingly the Project Document to report on changes in the project environment since the project was submitted
  • Support the UNDP CO Team and the project manager in organizing the implementation of the different sub-components of the project at the inception phase, including support to the UNDP in the preparation of the Project Inception Workshop; 
    Drafting of the Annual Work Plan divided in quarterly time - frames detailing the activities and progress indicators that will guide implementation during the first year of the project. This Work Plan should include the dates of specific field visits, support missions from the UNDP-CO, the GPMU or the Regional Coordinating Unit (RCU) or consultants, as well as timeframes for meetings of the project's decision making structures. The Report will also include the detailed project budget for the first full year of implementation, prepared on the basis of the Annual Work Plan, and including any monitoring and evaluation requirements to effectively measure project performance during the targeted 12 months time-frame.
  • Draft  Terms of Reference for the national and, as needed, additional international experts and subcontractors, etc., to provide specific consultancy services at least during the first year of the project.
  • Support the project manager in arranging co-operation with the current project partners and, as applicable, in establishing new, additional national and/or international partnerships to support the project goals and objectives.
  • Provide advice on the required institutional, legal and regulatory changes to support the reaching of the stated outcomes of the project and provide other required advice on the successful implementation of the specific project subcomponents and activities by drawing from the international lessons learnt and best practices.

Assist with the organization of the Project Inception Workshop:

Draft the Project Inception Report. 

Responsibility:

  • Coordinates His/Her activities and reports any action to UNDP Country office;
  • Provides compliance with the requirements of technical assignment stated in Terms of Reference in time and at a high quality level; 
  • Provides unconditional fulfillment of the requirements specified in the Individual Contract.

Competencies

  • At least 7 years of practical experience in the field of sustainable transport on both policy and technology side;
  • Prior working experience in CIS transport sector is highly desirable;
  • 5-7 years of experience and success in supporting similar projects (or its subcomponents) in other GEF programme countries;Familiarity with protected area policies and management structures in Kazakhstan
  • Sound knowledge of international best practices on sustainable transport
  • Familiarity with result-based management in project formulation, implementation, and monitoring and evaluation, experience with GEF projects is a plus
  • Excellent communication skills,
  • Good analytical skills and effective communication

Required Skills and Experience

Education:

  • Advanced university degree in the disciplines related to energy and environment

Experience:

  • Work experience in relevant areas for at least 7 years

 

Languages:

  • Excellent English communication skills, Russian is desirable.
