Background

In accordance with UNDP/GEF procedures, a National Technical Team and international consultant is being hired to develop a “Removing Barriers to Energy-Efficiency in the Cape Verdean Built Environment and for Appliances” full project for submission to the GEF Secretariat as part of the GEF Project Preparation Grant (PPG).  The aim of the assignment is to have the full project approved by the GEF Secretariat by the end of the assignment.

 Energy-Efficiency has been identified by the Government of Cape Verde as a key area in which important cost savings can be made and GHG emissions can be reduced in accordance with national plans and priorites. This project aims to remove barriers to the adoption of measures to support energy efficiency in Cape Verde focused on the public sector and on imported appliances into Cape Verde. Despite the fact that investments in energy-efficiency is economically very attractive in Cape Verde, investments in energy-efficiency have been slow to take off due to a number of legal, regulatory, institutional, policy, financial, and awareness barriers. The project will design a coordinated series of activities and outputs designed to overcome these barriers and promote energy efficiency with the aim of transforming the market for energy-efficiency in buildings and appliances in Cape Verde.
 

The international consultant will report firstly to the Head of the Environment, Energy and Natural Disaster Prevention Unit at UNDP Cape Verde, and secondly to the UNDP Regional Technical Advisor(s). The consultant will work closely with national counterparts, donors, NGOs, CBOs and the private sector to undertake the work.

 The Project Implementation Framework (PIF) forms the basis for developing a detailed UNDP Project Document (PRODOC) and GEF Request for CEO Endorsement, which in turn aims to mobilize resources from the GEF for the implementation of the full Project which should start in 2014. The PRODOC also serves to confirm the Project’s execution and implementation arrangements, the partnerships, including co-financing (through letters to be attached), and contains descriptions of activities, a monitoring and evaluation plan, and a detailed budget (including budget notes), as well as other information.

The following key activities are planned:

  • Data Collection—Desk Review;
  • Stakeholders Consultations (Mission 1 and Mission 2);
  • Prepare Strategy, Institutional arrangements, monitoring and evaluation, endorsement & documentation (during and following Mission 1 and Mission 2);
  • Finalization of Project Documentation ( following Mission 2).

The documents to be prepared include (i) a UNDP Project Document (ii) a Request for CEO Endorsement and (iii) a GEF Tracking Tool. In addition, as part of the submission package an environmental and social screening.

 

Duties and Responsibilities

The main responsibility of the international energy efficiency expert is to prepare the full package of documentation for submission to the GEF Secretariat and to lead the formulation of a relevant, pertinent, cost-efficient and sustainable project. It is a responsibility of the international energy efficiency expert to work to support the approval of the full project by the GEF Secretariat by early 2014 and to develop and deliver the following outputs:

Problem and barrier analysis and project scoping

  •  Mainstream project’s problem and barrier analysis among the project planning team;
  • Review and validate problem analysis of the project at the light of recent published material;
  • Help determine the project’s system boundaries and scope;
  • Guide the determination of the scope and strategy for implementing the project and achieving intended results including global environmental benefits;
  • Provide detailed analysis of planned investments in more efficiently achieving promoting investments in energy efficient buildings and appliances (including financial and fiscal instruments, socio-economic interests and value chain analysis);
  •   Develop financial mechanisms tools, other institutional work; and demonstrate their potential sustainability and their incrementality compared to the marketing practices in place, as well as that these financial mechanisms are in line with UNDP comparative advantage;
  •   After desk review of existing data, policies and studies, support and guide national executing partners on which more in depth technical studies might be needed as part of PPG activities to identified and/or choose the most cost-efficiency project intervention strategy;
  • Guide and coordinate input from National Consultants in the context of preparing the UNDP project document and GEF Request for CEO Endorsement;
  •    Provide specific guidance (discussion points, support documentation for preparation, best practices reviews, etc.) for key stakeholder consultation on the several components of the project and facilitate key moments on partners and stakeholder consultation;
  •    Provide detailed comments and input on the national Energy Efficiency Policy draft document ( from the IFAS and WB proposals) in regards to EE in building and appliances;
  •   Propose and exploit any relevant links to the current energy efficiency initiative lead by the ECOWAS Center for Renewable Energy & Energy Efficiency in the field of end-use equipment. Ensure full compatibility with what the project will propose to do and the future regional S&L Activities;
  •   Absorb lessons learned from Energy-Efficiency S&L projects in other countries in West Africa, but also from any other international experience (typically using www.clasponline.org) and incorporate these lessons learned into the project design.
 GEF Project Formulation
  • Lead the drafting and final editing ( after UNDP review) of a UNDP-GEF compliant project document and GEF Request for CEO Endorsement under the guidance of UNDP and national executing agencies
  • Control quality of inputs and outputs of National Committee and subcontractors for technical studies
  •   Building on the PIF, and based on inputs from the National Consultants, and stakeholder input, articulate a Results Framework (including clear outputs, outcome level Indicators and risks/Assumptions) and outline indicative project activities;
  • Faciitate the Logical framework analysis workshop during mission 2;
  • Provide detailed information on the proposed activities, outputs, and outcomes
  • Evaluate the CO2 emission savings from the proposed project and include in the project documentation
  • Prepare detailed ToR for the project activities that involve technical assistance mobilization for specific outputs and for all project staff and consultants
  •    Design Knowledge Management and M&E component (including learning mechanisms and impacts indicators)
  • Develop the project’s replication and sustainability
  • Develop gender mainstreaming project strategy
  • Develop the project’s sustainability strategy
  • Demonstrate cost-effectiveness of the project’s interventions
  • Frame a “ incremental cost reasoning” argument for each outcome and output in line with findings from field assessments consistent with GEF V Climate Change focal area strategy;
  • Consider alternative ways in which the project outcomes can be achieved, including their costing. This information should be used to outline why the chosen approach for rolling out the project is deemed cost-effective;
  • Based on the inputs from national executing agencies and the discussions with all key stakeholders and based on results of capacity assessments, formulate an effective project management, reporting and evaluation arrangements and define an organigram for the project;
  • Prepare ToR for key project management bodies ( technical or advisory committees; steering committee or others)Provide guidance for the finalization of a financing and co-financing package for this project;
  • Facilitate stakeholder consultations on project preparation, including finalization of a detailed budget and ToR for all inputs in line with UNDP-GEF criteria and eligibility principles;
  • Prepare detailed ToR for all relevant technical assistance and project technical staff judged necessary to achieve project outputs and outcomes;
  • Complete the initial Climate Change GEF tracking tool.
UNDP-GEF approval project cycle
  • Submit final draft of PRODOC and GEF Request for CEO Endorsement for UNDP CO and Regional Office and executing partner review and comments;
  • Address all comments and make necessary changes and review final draft and submit for final internal clearance
  • Edit final PRODOC and GEF Request for CEO Endorsement to be submitted to GEF SEC
  • Compile project Annexes and add them to the UNDP Project Document and GEF CEO endorsement template;
  • Prepare GEF Tracking Tool;
  • After GEF SEC review, address all comments and make adjustments proposals and submit to UNDP for clearance
  • With input from UNDP and executing partners make all necessary adjustments on PRODOC and GEF CEO Endorsement and GEF Tracking Tool and re-submit for CEO endorsement for approval.

The tasks foreseen will be carried out in close collaboration with the General Directorate of Energy (at the Ministry of Tourism, Industry and Energy); and the General Directorate of Environment (at the Ministry of Environment, Land-Use and Housing). Through these activities, the consultant will be pivotal in the identification of co-financing sources for the project and in raising awareness among key stakeholders on the project and its objectives and strategy. For these purpose, the international consultant is expected to prepare strategic notes, taking notes/project presentation and brief summaries to support discussion with relevant stakeholders.

 

Competencies

  • Relevant Knowledge on energy-efficiency building codes and S&L for efficient appliances (policies and programs design and implementation);
  • Strong interpersonal skills, communication and diplomatic skills, ability to work in a team;
  • Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines and achieving results;
  • Openness to change and ability to receive/integrate feedback and work under pressure;
  • Strong analytical, reporting and writing abilities in English.

 

Required Skills and Experience

Education:
  • Graduate degree in energy management, energy policy, renewable energy, environmental policy, or equivalent qualifications to a Masters Level.

Experience:

  • At least 7 years (post degree) of experience in developing energy efficiency programs, projects or policy-level and/or technical assistance for international organizations;
  • Significant experience field of energy efficiency policies and programs for EE in buildings and/or appliances;
  • Familiarity with energy efficiency issues ,policy measures in small islands developing states (SIDS) , Africa and in particular West Africa;
  • Recent knowledge of working on the development of GEF projects;
  • Recent knowledge of developing project documents for GEF
  • Knowledge of MS Word, Excel and email communication software;
  • Experience working with GEF in the field of climate change mitigation and energy with a track record of at least one successful GEF project approval in the past five years.

Language:

  • Excellent English writing and communication skills.
