Background

The Gender Team of the Bureau for Policy and Programme Support (BPPS) provides policy advice and technical support to all of UNDP’s operations and is the institutional anchor of UNDP’s work on gender equality and women’s empowerment. As the UN’s lead development agency, with extensive field presence, UNDP facilitates the integration of gender equality in the work of its Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives that support program county work on gender equality and women’s empowerment. UNDP's work on gender is guided by the Beijing Platform for Action (BPFA), Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs). The UNDP Gender Team works to implement gender equality as a core objective of UNDP through a two-pronged approach (i) mainstreaming gender in all core practices; and, (ii) dedicated interventions that empower women and promote gender equality.

The Global Gender and Climate Alliance (GGCA) has been successful in establishing itself as a brand name in the UNFCCC and Climate Finance events as the premier network of gender advocates working to ensure climate change policies, decision-making and initiatives are gender responsive at international deliberations and negotiations and in governance architecture and financing instruments. Along with its members, the GGCA has played an important role in advancing gender considerations in climate negotiations leading to the new climate agreement in Paris later this year. It has also been very active in

ensuring gender receives adequate consideration in the administration of funds from the climate finance mechanisms (Green Climate Fund, Adaptation Fund, etc.).

In 2014, member engagement intensified to explore options on how the GGCA can be sustained beyond June 2016. The Secretariat, in close consultations with the members of the GGCA, developed a medium-term Member Engagement Strategy (MES) at the end of 2014 with three scenarios based on the level of engagement (status quo, moderate and high) with estimated funding and staffing requirements for each. The purpose of the MES was to support the Steering Committee of the GGCA to define the strategic direction of the alliance after June 2016 with a better understanding of challenges and opportunities.

The MES provided an excellent source of information on the potential future scope and direction of the alliance beyond 2016, and now there is a need to have a clear and viable strategy for the GGCA’s financial sustainability. Therefore, to ensure the GGCA’s financial sustainability, there is a need to develop a viable and operational Funding Strategy and Business Plan detailing projected GGCA budgetary needs, and the incomes, expenditures and mechanisms envisaged for generating financial resources to support planned GGCA activities beyond July 2016, e.g., through foundation, individual and government donors support, corporate and business sponsorships, NGO and agency partnerships, provision of quality services, member contributions and/or other means. Thus, UNDP, IUCN and WEDO (partners in the Gender Responsive Climate Change Program) as well as their partners from the GGCA Steering Committee are seeking the services of a consultant to develop a detailed Business Plan for the financial sustainability of the GGCA for five years from July 2016.


Duties and Responsibilities

The consultant will deliver a five-year Funding Strategy and Business Plan and accompanying operational strategies and management set-up for the sustainability of the GGCA.

Deliverables:

Deliverable 1.  A detailed menu of services on offer by the GGCA (by 30 June 2015)

  • Conduct a thorough review of the activities, achievements and challenges of the GGCA Secretariat since its establishment in 2007 based on previous analysis conducted by the GGCA Secretariat including the recent 2014 GGCA Members Survey In-depth Analysis and MES;
  • Conduct detailed consultations with the members of the GGCA Steering Committee as well as a good representation of members, referring also to recent in-depth interviews already undertaken by the GGCA Secretariat;
  • Explore different options for GGCA to continue as an entity under one of the founding GGCA partners;
  • Explore the viability of the GGCA as a global learning, training, and resource center of excellence for gender, climate change and the environment;
  • Explore if the GGCA can be the platform for joint programming among partners with an administrative role for program execution;
  • Examine the viability of the GGCA as an organizer (administrative and logistical) of working group meetings learning sessions, training events and seminars at international conferences and conventions and at regional and national events for a fee; and
  •  Explore GGCA’s potential as a repository and facilitator of a roster of experts on gender, climate change and the environment for servicing clients for a fee.

Deliverable 2. Governance and operational structures and financial management plan for both the       short and long term (July 10, 2015)

  • Review the operational, governance and financial structures of similar successful networks/alliances and draw lessons and good practices;
  • Conduct an exhaustive review of the business models of similar alliances and networks and draw lessons and best practices;
  • Study the critical sustainability factors for similar entities including operational and funding gaps; and
  • Based on the review above, develop detailed governance and operational structures and financial management plan for the Business Plan.

Deliverable 3. Based on the analysis above and consolidating deliverables 1 and 2, a draft five-year sustainable Funding Strategy and Business Plan for the GGCA with a detailed menu of services on offer, well-defined roles and responsibilities of the Secretariat, Steering Committee and members, an extensive and detailed financial model to achieve financial viability and sustainability over the next 5 years, including specific funding targets (potential funding sources, including foundations, donors who will be approached, amount and purpose) with timeline and a draft work plan. (July 24, 2015).

The "5 Year Funding Strategy and Business Plan" will be considered a working document and springboard for review and discussion by the GGCA SC of its findings, and how to implement the funding strategy and business/work plan.

The consultant will submit the first draft of the consolidated Funding Strategy and Business Plan with all the three deliverables to UNDP and partners by 24th July 2015. S/he will submit the final draft, incorporating he comments of UNDP and partners, by 7th August 2015.

Institutional Arrangement:

The consultant will work under the direct supervision, seek approval/acceptance of outputs from UNDP Gender Team in developing materials. The consultant will also hold regular consultations with the GGCA Secretariat and members of the GGCA Steering Committee during the course of the assignment.

The contractor is expected to have her/his own office space, laptop, printer and internet access for the duration of the assignment (the cost of this facilities should be included in the financial proposals, if required).

Required Skills and Experience

Education:

  • Master’s degree in business administration, economics, or other related area.

Experience of the Successful Individual Contractor:

  • At least 10 years of experience in developing business plans and fund raising strategies related to environment, sustainable development, gender, climate change organizations/fields of work;
  • Prior experience conducting research and analysis in the area of sustainable development and/or climate change;
  • Understanding of the links between sustainable development and gender issues;
  • Prior experience coordinating development initiatives with a range of multilateral, bilateral, and civil society partners is an asset
  • Experience in producing reports in English.

Language:

  • Fluent in English.
