Background

The GEF/LDCF project “Building adaptive capacity to address Climate Change threats for sustainable development strategies in coastal communities of Haiti” has been developed based on the conclusions and recommendations of the NAPA Haiti, which has identified the coastal development sector as a national priority for adaptation to climate change (CC). The project aims to meet the additional costs of building national and local CC adaptive capacity, while enhancing the resilience of existing coastal development policies and plans facing CC risks. Haiti is part of the Least Develop Country (LDC) group, and one of the poorest and most vulnerable (1st worldwide according to the latest CC vulnerability assessment, Maplecroft 2012) country to CC-related disasters. Haiti has long been vulnerable to tropical storms and hurricanes. The country lies on the main path of tropical storms that originate in the Atlantic and hit the Caribbean islands to each hurricane season. However, in recent years, the country is affected by a significant increase in the frequency of severe natural hazards disasters, most likely due to CC forcing. Currently, the central government and local authorities require additional technical and management support to cope with the anticipated anthropogenic climate modifications. Furthermore, the coastal population in particular has not the capacity, resources and financial assistance to adapt and overcome the worsening climatic conditions.
This project addresses the CC adaptation needs as one of the national development priority, and as identified in existing cooperation frameworks of the United Nations and UNDP in Haiti. Particular, the Framework for Development Assistance Framework (UNDAF) 2006-2010 and the Action Plan of the UNDP Country Programme (CPAP) identifies CC as the greatest threat to development. UNDP Haiti is committed to investing the resources essential to support the project. This project, the first of its kind, with GEF support, and other national and international partners, will help increase national capacity, resilience and awareness regarding the CC vulnerability of coastal areas in terms of development issues. Through a systems approach, the project will focus on promoting better planning and investment policies in coastal areas, while building capacity and improving the management of the best decisions in areas of potential and time manner. Although this initiative is primarily focused on the impact of CC in coastal areas, it will also aim to analyze and specify the importance of key sectors that are integral to all development goals in NAPA.
One of this project expected outcome is to build capacity for estimating CC economic impacts in Haiti. Climate change is currently causing significant, although yet not quantified, economic loss to Haiti’s economy. Predicted CC scenarios in Haiti are expected to negatively impact Haiti national GDP (up to 10%). Assessing current and future climate change related costs across different sectors in Haiti is, therefore, crucial : (i) to design and implement the proper and most effective CC adaptation measures, (ii) to integrate CC costs into national budget so to ensuring finance resilience of main economic sectors and (iii) to contribute towards sustainable development of main economic sectors.
This consultancy aims to provide a technical assessment of CC costs, and potential benefits, in key climate sensitive sectors, as well as at national and local budget levels in Haiti.
This assessment will determine CC costs to develop economic and policy instruments - including insurance and risk sharing, environmental markets and pricing, and public private partnerships - that can be used to motivate adaptation actions.
Finally, the proposed assessment will to estimate the following:
- (i) Direct CC costs, as the costs incurred as the direct economic outcome of a specific climate event or facet of change;
- (ii) Indirect CC costs, as the costs that are incurred as secondary outcomes of the direct costs of a specific event or facet of climate;
- (iii) CC adaptation costs, as the direct costs associated with adapting to the impacts of climate change, and (iv) CC Costs of residual damage. The proposed assessment will to support the ongoing effort of the Ministry of Environment, Ministry of Finance, Ministry of Planning, Ministry of Agriculture to integrate and CC.

Duties and Responsibilities
|
|
Under the direct supervision of the Project Director, the International consultant will be responsible of the following tasks:
- Determine, utilizing the available economic data, interviews, and risk-based assessments, CC-related costs for selected sectors (i.e. energy, industry, communications, transport, health, agriculture, water sector, environment, …);
- Quantify the different type of current and future CC costs (i.e. (i) direct costs, (ii) indirect costs, (iii) impact costs, and (iv) costs of residual damage) for costs for 2020, 2050, and 2080 in Haiti based on predicted CC scenarios
- Identify of thematic areas where CC costs are unknown because impacts and/or adaptation options are unknown or cannot be assigned;
- Estimate CC costs for key adaptation options for selected sectors;
- Estimate public and private funds required to support key CC adaptation options among different sectors, to determine the finance resilience of the particular sector for present and future climate variability;
- Develop methodological guidelines, in collaboration with government counterparts, to determine and integrate CC costs into the national budget;
- Undertake field visits to the proposed project sites and in other selected coastal regions of Haiti to determine current and future CC related costs for the agriculture and water sector;
- Undertake a detailed cost-benefit analysis for key CC adaptation measures in coastal zones for selected sectors;
- Coordinate with the Project Director to ensure national priorities and perspectives are considered and integrated in the proposed analysis, and to ensure proper logistical and administrative arrangement.
Expected results/outputs of this consultancy are:
- Technical Report regarding CC costs for selected sectors in Haiti;
- A methodological guideline to estimate current and future CC costs in Haiti, including measurable and quantifiable indicators, proposed data and stakeholders analysis, and to integrate these CC costs in the national budget;
- Technical report regarding costs of key CC adaptation measures in terms of public vs. private financing;
- Recommendations on how to make operational (such as needs in term of human resources, equipment, stakeholder engagement, financial analysis) a CC finance unit;
- Recommendations on how to create a national coordinating body between all national partners to formally establish a national CC finance system;
- A presentation to UNDP CO and the Government of Haiti regarding the major result of the study.
The international consultant will take the overall responsibility for the quality and timely submission of the technical reports to Government of Haiti and UNDP-Haiti.

Competencies
|
Functional Competencies:
- Demonstrate ability to assess complex socio-economic dynamics, environmental variability, succinctly distills critical issues, and draw forward-looking technical conclusions and recommendations;
- Highly knowledgeable of economics and climate change processes;
- Strong experience in technical assistance for development projects with major donor agencies;
- Ability to deliver quality technical reports within the given time;
- Familiarity with the challenges developing countries face in adapting to climate change;
- Familiarity with Haiti or similar countries; and
- Excellent in coordination, planning and team work.

Required Skills and Experience
|
|
Education:
- Advanced university degree in economics, climate change, natural resource management, development studies, and other relevant fields.
Experience:
- A minimum of 10 years experience in area of Economics, Climate Change Finance, Climate Change Adaptation/Disaster, Natural Resource Management;
- Substantive experience in designing and establishing technical guidelines for climate change costs evaluation;
- Substantive experience in economy measurements and econometrics analysis;
- Over ten years of work experience in the field of monitoring and evaluation of development projects, preferably those involving UNDP/GEF or other United Nations development agencies or major donors;
- Experience in developing evaluation methodologies and conducting field based measurements for climate change costs and financing;
- Experience working with government or development agency in Haiti or comparable country in the region.
Language Requirements:
- Excellent written and spoken French and English.
Documents to be Included when Submitting the Proposal:
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
Proposal:
Explaining why they are the most suitable for the work;
Provide a brief methodology on how they will approach and conduct the work;
Financial proposal;
Personal CV at least 3 references.
Financial proposal should specify a total lump sum amount.
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Two stage evaluation procedures will be applied:
Technical evaluation – 70/100
Financial evaluation – 30/100
Only candidates obtaining a minimum of 70 points would be considered for the Financial. |
