The contract signature date equates to the start of the contract.
The assignment encompasses a total of 8 weeks (which represents a maximum of 40 payable working days) throughout the duration of the project preparation phase, counting from contract signature until contract end, set to 20 Jun 2015. A calendar attached shows how the number of working days, including those on mission are expected to be served to maximise the results of project preparation and interaction with the rest of the team.
Any number of days worked beyond the maximum will not be remunerated without previous written agreement from the UNDP Country Office.
The bulk of the work (~95% of it) will be delivered from Mid-January till no later than 10 June 2015, keeping in mind the delivery date of a complete PRODOC to UNDP for review of 30 Jun 2015 – a deadline for which the lead international consultant (team leader BD Mainstreaming) is responsible for upholding and other consultants are expected to contribute, to by finalising their deliverables way before it. Hence, all products must be ready for review by the team leader by 10 Jun 2015.
The last deliverable by the incumbent under the contract can be expected by 30 Jun 2015, in case there are comments from the team leader, which may require specific inputs from the incumbent between 10 and 30 Jun 2015.
The incumbent is will lead aspects related to spatial planning and database development, in close collaboration with a counterpart national consultant, and will follow guidance from the international team leader, in close collaboration with the national team leader. The former (international) will provide technical leadership and quality control on products from all other consultants. The latter (national) will specifically assist with country-level coordination of PPG activities (light logistical tasks, the tracking of contributions from other national consultants and service providers, and liaison with key national counterparts).
Furthermore, the incumbent is expected to work together with (i) various project partners in different entities, but primarily MEF, from the government’s side, and Fondation Tany Meva and Sage, from the CSO side; (ii) other national consultants and service providers; (iii) the responsible UNDP Programme Officer at the Country Office in Antananarivo, who will provide contextual, technical and operation guidance and support; and last but not least (iv) the UNDP-GEF Regional Technical Advisor, who will provide GEF-specific and technical guidance. UNDP and MEF are the main clients for the incumbent’s activities.
Tasks
The consultant will carry out the following tasks:
Lead PPG Activity # 1.9, as follows:
Assess the scope, usefulness and content of national, regional and local land use management systems, electronic or not, in order to have elements for developing the TOR for the geo-referenced BD LUP system proposed under the project’s Output 1.1 (Spatial Planning. Participatory landscape-level economic assessments, ecological assessments, open access mapping, and management planning generate a Landscape Level Land-Use Plan - BD LUP). Provide details on the protocols for data collection, access, data storage and security. Assess the feasibility of accessing and integrating into the new LD LUP system publicly available data on biodiversity and ecosystem services.
Play a key role in the implementation of the specific PPG sub-activities, co-leading Activity # 1.12, and supporting the others, as follows:
- On the basis of the KBA polygons (PPG Activity 1.2) and other data, propose selected habitats with high conservation value in target communes that could become conservation set-asides (may e.g. include river buffers and wildlife corridors). Assess the feasibility of their formal proclamation as ‘Community Conservation Areas’ (CCAs) with project assistance. Develop a pilot database with this key data to provide elements for planning Outputs 2.1 and 2.2 in the PRODOC;
- Make the argument on the biodiversity significance of the project zone, but keep it brief. Then, through a quick assessment, define a set of geo-referenced polygons that represent the key biodiversity areas (KBAs) found within the landscape;
- Threat Profile: Assess the different the threats to biodiversity and ecosystem services in Madagascar, by using the Millennium Ecosystem Assessment as framework for analysis. Show trends and the relative importance of each threat. Assess also root causes of biodiversity loss and the drivers behind these processes;
- Describe the specific threats, risks and impacts linked to the activities of the mentioned emerging sectors at the level of the landscape.
Contribute to the following PPG sub-activities:
- Define and describe the landscape: The Atsimo-Andrefana Spiny and Dry Forest Landscape;
- Brief sectoral analysis on mining, oil & gas, and agri-business, plus the related investments in infrastructural development;
- Describe prevailing biodiversity management practices at the level of the landscape;
- Analyse governance frameworks at the landscape level (see PIF paragraphs 6 to 11);
- Apply the BD SO2 (mainstreaming) Tracking Tool to the landscape and sectors;
- Assess protected areas (PA) within the landscape and apply METT to Mikea, Onilahy, Bezaha Mahafaly and Tsimanampetsotsa, for planing Output 4 (PAs’ integrated);
- Assess barriers to the codification of local-level resource use governance and the level of community organisation;
- Establish the most relevant sustainable resource off-take limits that apply to proposed CCA sites;
- Obtain co-financing letters.
Specific tasks for the incumbent that may or may not be explicitly mentioned above also include:
- Prepare the TOR for the geo-referenced BD LUP system proposed under the project’s Output 1.1 (Spatial Planning). As a flexible and open access system, the BD LUP is expected to support participatory landscape-level economic assessments, ecological assessments, open access mapping, and management planning generate a Landscape Level Land-Use Plans. More specifically, it will facilitate: (i) land use allocation for major developments that makes due account of the impacts of production activities on biodiversity; (ii) demarcation of the boundaries of existing Protected Areas; (iii) identification of areas of high biodiversity to be afforded higher protection status (as new PAs and Community Conservation Areas - CCAs); (iv) prescribing appropriate management practices in ecologically sensitive areas (including PA adjacent landscapes);
- The incumbent will codify what this implies and provide details on the protocols for data collection, access, data storage and security;
- The incumbent will also assess the feasibility of accessing and integrating into the new BD LUP system publicly available data on biodiversity and ecosystem services.
Other tasks will include:
- Helping mobilising co-financing for the project;
- Proposing partnerships with research centres or private sector partners with an interest in the biodiversity mainstreaming theme.
Deliverables
Specific Deliverables for which the incumbent will have lead responsibility include primarily the UNDP Project Document, to be delivered in English, and the respective GEF CEO Endorsement Request, approved by the relevant agencies, and including (but not limited to) the following groups of deliverables:
Deliverables 1) Inputs to the project’s baseline and PPG inception : To be delivered by 09 Mar 2015 (except):
- Contributions to the definition of the landscape (PPG Act 1.1), to threat, sectoral and BD-mgt practice profiling (PPG Act. 1.3, 1.4, 1.5 and 1.6) and to implications to landscape-level resource governance (PPG Act. 1.7);
- Scoping of existing geo-reference / landscape governance systems;
- Summary Power Point with the project strategy in French (* to be delivered early during the 1st mission, or prior to it, to be used in different consultation events);
- Participation in the inception workshop – planned for end early Feb 2015;
- Record of stakeholder consultations during first mission.
Deliverables 2) Draft TOR for the BD LUP system : To be delivered by 20 May 2015:
- Draft TOR and costing for the BD LUP package, completing key deliverable under PPG Activity 1.9;
- Remote consultations with relevant stakeholders on the BD LUP TOR, in preparation for mission 2;
- Refinement of deliverables in group #1;
- Power Point presentations and other materials to be used in the validation workshop.
Deliverables 3) Finalised TOR for the BD LUP system : To be delivered by 20 Jun 2015:
- Finalised TOR for the BD LUP, completing key deliverable under PPG Activity 1.9;
- Prototype BD LUP database;
- Refinement of all previous products based on feedback from stakeholders, team members and team leader;
- Participation in the validation workshop, when essential PRODOC content in French is validated through stakeholder feedback.
The assignment will include at least two missions to Madagascar, including meetings in Antananarivo (1 week in total) and visits to some of the project sites (lasting normally 2 out of 3 weeks).
Indicatively, the missions will take place as follows (noting some flexibility on dates, but summing maximum 5 weeks): 1st mission, with 2-3 weeks duration: arriving prior to working week starting on 02 Feb 2015 2nd mission, with 2-3 weeks duration: in Jun 2015 (exact working weeks to be defined)
The scheduling of travel dates should reflect an attempt to maximise the number of week days in the country.
Proposed schedule of fee payments:
- Contract signature - 10%;
- 09 Mar 2015, upon clearance of deliverables #1- 45%;
- 20 May 2015, upon clearance of deliverables #2- 20%;
- Final payment expected by 20 Jun 2015, upon clearance from Int. Team Leader and conclusion of all pending deliverables, including #3 - 25%.
