Background

Environmental auditing (EA) has been introduced in a number of countries, including developed, developing and transition countries, as a mandatory requirement for certain sectors to help protect and preserve the environment. EA was originally developed in the United States in the 1970s to monitor industrial activities and more recently, EA is being introduced by many governments as a tool for achieving sustainable development. EA also is used by individual companies to monitor their performance internally and help to increase public trust.
In May 2012, the Mongolian Government passed a package of environmental laws. These laws included the Environmental Protection Law, which incorporates a requirement for environmental auditing, thus, creating a legal framework for environmental auditing, which will assist to environmental monitoring and law enforcement. Therefore, proper and effective roll out of the new legal framework will require extensive training and understanding of the laws, regulations and issues by all stakeholders.
The “Strengthening Environmental Governance in Mongolia” project phase 2 (EG-II) of the United Nations Development Program (UNDP) and Ministry for Environment and Green Development (MEGD), started in April 2011, and has the following objective: “Improve consistency of policies for protection, proper use and rehabilitation of natural wealth; make transparent and accessible information related to nature and the environment, and; increase public participation and monitoring in the protection of nature” and under the Outcome 2: “Environmental Mainstreaming Mechanisms developed for adoption by government” is currently seeking an International Consultant and national consulting company to develop and undertake a training session on environmental auditing. This activity falls under the Output 2.2 of the project: “Institutionalisation of environmental auditing”.

In 2009, a limited number of participants was enrolled into basic training sessions on environmental auditing within the framework of the “Strengthening Environmental Governance in Mongolia” project Phase I. Also trainings for the environmental sector have been previously organized by the Mongolian National Auditing Office (MNAO) for financial auditors only. With the ratification of a package of environmental laws, there is a great need to build capacity for environmental audits.

The proposed new training will introduce the basic concepts of environmental auditing, international practices and standards as well as major steps of environmental auditing. Without adequate understanding of the key issues and practices there is a risk that the environmental auditing will not be effective and therefore, the reduction of negative environmental impacts that the legislation aims to achieve will be in jeopardy.
