Objectives:
Through this consultancy, the project aims to design and deliver a three day training session on environmental auditing. The purpose of the training is to ensure that the new environmental auditing laws and regulations are effectively introduced and enforced. The course should be designed to train environmental auditors to take part in audits and provide guidance and assurance to management and regulators.
Scope of the assignment:
It is intended that the training course (for 30-40 environmental experts) will cover topics, including introduction on environmental auditing, types of environmental auditing, major steps in conducting environmental auditing as well as requirements for environmental auditors. Part of the training session will be dedicated to introduction of the newly ratified Mongolian environmental legislation and relevant guidelines. The course contents should also contain relevant international standards for environmental audit, as the guidelines on environmental auditing will likely draw on this standard.
The international consultant will be the team leader and will be responsible for managing the national team and for ensuring satisfactory and timely completion of assignment deliverables. The team leader will play also an important capacity building role and will work closely with relevant national team members throughout the assignment to develop their capacity in relation to the assignment objectives.
The specific tasks that will be required under the consultancy, and whether it is the primary responsibility of the international consultant (IC) or national consultants (NC), are outlined below:

The review of international and Mongolian institutional and legal frameworks and experiences for environmental audit will be conducted primarily as a desk review. Consultative meetings with relevant Mongolian government officials and consultants must be organized. Information gathered during the desk review should be a key input to define the training needs and contribute to the development of the training manual. PowerPoint slides and other multimedia where appropriate e.g. video, DVD etc must be used during the training and comprehensive interaction with participants and practical examples/exercises to be given throughout all courses.

Requirement for proposals:
Interested service providers should submit a technical and financial proposal (lump sum), addressing the scope of work and above requirements.
Technical proposal:
- Proposed work plan and approach, and deliverables (work plan should include timeframes for activities).
Curricula vitae (CV) of the applicant:
- CV of the consultant and details of the service provider, including the consultant’s profile outlining relevant skills, experience
- Contact details for at least two current or recent clients
Financial proposal:
- A financial proposal should be submitted indicating the consultancy fee (lump sum fee) together with any other expenses related to the assignment.*
* The financial proposal should have a breakdown of the consultancy fees and all travel-related costs that are expected to be incurred (except travel expenses to the countryside for field visits). While preparing your proposal, kindly note that the standard for air travel authorized by UNDP for individual subscribers is economy class.
Payment Schedule:
- 1st installment – 20% upon acceptance of design of the training program and training manual outline
- 2nd Installment – 30% upon successful completion of training
- 3rd installment – 50 % upon acceptance of training manual and training report
