Description

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.

The International Climate Policy Specialist will be based at the Fund’s headquarters in Songdo, Incheon City, Republic of Korea. This is a unique opportunity to be part of a start-up in international climate finance that offers stimulating challenges.

 

Role 

The International Climate Policy Specialist will report to the Secretary to the Board and s/he will lead efforts for GCF engagement with multilateral climate processes and international climate finance bodies, as well as assist in the preparation, development and follow up of the meetings of the GCF Board.

 

Duties and responsibilities

Under the guidance of the Secretary to the Board, s/he will be responsible for:

  • Liaising with multilateral climate processes and relevant thematic bodies, positioning the work of the Fund in the wider climate international context;
  • Representing the Fund in climate finance events, meetings, and relevant fora as required;
  • Outreaching with a wide diversity of stakeholders and partners of the Fund as required and directed by the Secretary of the Board, and in connection with the work of the Board;
  • Assisting in the overall preparation of Board meetings by coordinating with internal and external actors before, during, and after the meetings;
  • Providing overall support to the Secretary of the Board, before, during, and after Board meetings to ensure the smooth and successful running of each session;
  • Overseeing the logistical arrangements for the organization of the Board meetings (venue, travel, accommodation, invitations, confirmation of participants, liaison with the host country and with ad hoc organizations, staff assignment lists, etc), in collaboration with relevant colleagues within the Secretariat;
  • Assisting the Secretary of the Board in supporting the work of the Board Co-Chairs;
  • Keeping track of the work of committees and panels of the Board;
  • Overseeing, keeping track of, and ensuring proper and reliable records of the Board’s membership, as well as the composition of the Board’s committees and panels;
  • Preparing analytical documents, talking points, and support materials as required; and
  • Other activities as required and instructed by the Secretary to the Board.

 

Required experience and qualifications

  • Advanced university degree in international relations, environmental policy, economics, finance, sustainable development, climate policy or related fields;
  • At least 7 years of relevant work experience, including involvement in international climate negotiations and/or climate finance processes;
  • In depth knowledge of the UNFCCC and other international climate related processes is highly desirable;
  • Ability to read and communicate (written and spoken) fluently in English; the ability to read and communicate in one or more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable;
  • Ability to work under pressure, under strict timelines, and at high speed, for the delivery of tasks related to the post with high quality and timeliness;
  • Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access;
  • Suitability to undertake the responsibilities mentioned above at the required level, with the following: (a) Proven application of expertise; (b) Able to act as a team leader when required, with supervision from the team head; (c) A team-player with a proactive and can-do attitude;
  • Experience of establishing strong working relationships with colleagues from different functions and cultures; and
  • Applications from women and citizens from developing countries are strongly encouraged.
