Description

If we are to limit average global temperature rises to below 2C then the transformation to a global low carbon economy must happen over the next 50 years. A number of progressive developing country Governments are taking leadership to increase ambition on low carbon development domestically and internationally. These countries can demonstrate and provide real-life evidence of the political, technological, policy and social innovations that are required for delivering low carbon and resilient investment and transformation. E3G is committed to working with progressive developing countries on financing implementation of their strategies for low carbon and resilient development strategies. 

E3G is now developing its programme on International Climate Finance, with a particular focus on Latin America, China and Africa. In light of this expansion E3G wishes to strengthen the team by hiring a senior policy adviser to be based either in London or in Washington DC. 

E3G’s International Climate Finance Programme

The successful applicant will work as part of the ICF team to develop and deliver key areas of the programme, which for 2013-14 will prioritise:

Elaborating and animating an effective ecosystem for climate finance:  analytical research on climate finance and institutions at the national and international level, including the role of the Green Climate Fund and other multilateral funds and processes in plugging gaps and delivering an effective ecosystem for climate finance.

Identifying how climate finance can be deployed to catalyse transformational change and accelerate understanding and support for mechanisms and institutional responses that achieve this: engaging at the national level in key countries and through international networks and initiatives to identify and build support for successful approaches towards use of climate finance and the opportunities for accelerating learning, replication and scale-up of these;

Delivering National Financing Strategies: engaging national and international stakeholders on a National Financing Strategy for implementation of low carbon development strategies and priorities identified within these. This will provide tangible evidence of what is involved in financing the transition to a low carbon economy and generate knowledge and understanding of how to meet financing needs of developing countries.

Influencing and shaping policy, financing and other institutional responses for low carbon and resilient development: presenting opportunities and benefits of green growth and the role of policy and public finance in overcoming barriers and managing the risks of low carbon and resilient investments.

Leading and managing multi-stakeholder coalitions: building and maintaining E3G relationships and networks with key political, investor, business and civil society coalitions; including strategic relationships with a small number of key organisations.


The successful applicant will have lead responsibility for key areas of the ICF programme, including:

developing a strategic analysis and understanding of how climate finance can best be deployed to manage investor risks and mobilise private sector investment;

working to influence decision makers internationally on the use of international climate finance for greatest transformational impact;

developing country partnerships on policy, finance and other institutional solutions for deploying climate finance for greatest transformational impact;

acting as a key E3G interlocutor on climate finance and policy issues with senior decision makers from government and the private sector, the media and the public;

deepening and expanding E3G’s collaboration with a core group of partner institutions internationally and at the national level in progressive developing countries;

further developing E3G’s International Climate Finance programme, including maintaining and building relationships with existing and potential funding partners.

Experience

The ICF Senior Policy Adviser will:

be a strong team player, committed to achieving E3G’s objectives and capable of inspiring and facilitating action by others;

be innovative and entrepreneurial with a strong strategic and political understanding of the challenges of sustainable development;

have at least 5 years of relevant professional experience with progressive levels of responsibilities and a track record of significant achievements;

be confident operating in an international context and influencing senior decision-makers from government,  business, finance and civil society;

demonstrate a track-record of leading and managing stakeholder partnerships, ideally within the financial sector on a low carbon investment agenda;

have experience of working with or within developing countries;

have strong written and spoken English and ideally fluency in Spanish;

 

be prepared to travel internationally on a frequent basis.

An understanding of how financial modelling and quantitative analysis impacts on investment decisions would be a further asset.

Terms

This position is programmed for 3 years, on a renewable one year contract.  This position will be based in either E3G’s London or Washington DC office.
