Background

The Ministry of Environmental Conservation and Forestry (MOECAF) through the United Nations Development Programme (UNDP) submitted a project concept entitled “Strengthening Sustainability of Protected Area Management in Myanmar in November 2012. The project aims to strengthen the terrestrial system of national protected areas for biodiversity conservation through enhanced representation, management effectiveness, monitoring, enforcement and financing. The project is envisaged to have two components; (i) Component 1 focusing on addressing the systemic and institutional issues affecting PA system management at the national level; and (ii) Component 2 focusing on four target PAs at the site level. The project will be implemented by the MOECAF’s Forestry Department in close collaboration with the Wildlife Conservation Society (WCS).
The project concept has been technically cleared by the GEF and the MOECAF jointly with the UNDP and WCS has launched the project preparation process which is expected to last until August 2013. The aim of the project preparatory phase is to develop a viable project plan with viable project strategy, logical framework, implementation arrangement and budget. The project plan will be documented in the form of the Project Document, GEF CEO Endorsement Request Document and GEF BD-1 Tracking Tool comprising the PA Management Effectiveness Tracking Tool (METT) and the Financial Sustainability Scorecard. MOECAF, supported by the WCS, UNDP and individual consultants, will conduct necessary information gathering, assessments, stakeholder consultation as well as the environmental and social screening for the project to produce the three documents to be submitted to the GEF Secretariat for the final approval of the project.
A Project Preparation Grant (PPG) has been obtained to carry out necessary project preparation activities. MOECAF and UNDP have agreed that the project preparation will be chiefly led by the WCS team in Myanmar. In order to ensure that the results of the project preparation work are packaged in a way that will meet the UNDP and GEF requirements, UNDP is seeking a service of an experienced Biodiversity conservation and strategic planning specialist to work closely with the WCS PPG team to produce a set of viable project documents for submission to the GEF.

 

Duties and Responsibilities

The specialist will serve as an adviser and chief project documents editor for the project preparation work. S/he will be accountable to the MOECAF and UNDP for production of the above documents that meet GEF and UNDP requirements and standards. The specialist will work closely with the designated MOECAF staff and the WCS team and guide and facilitate implementation of the activities under the PPG described in Annex 1, ensuring quality and timely completion of the activities. During the project preparation process, the specialist will: 
  • provide guidance and ensure the direction of the project preparation work of the MOECAF and WCS;
  • review and analyse baseline information delivered by the MOECAF and WCS specialists;
  • support development of the full logical framework of the project based on the project framework, with indicators, baseline and targets;
  • support development of the threats and root causes matrix, and the description of the barriers to the conservation of biodiversity in the target PA landscapes;
  • carry out an incremental analysis and cost effectiveness analysis of the project strategy;
  • support assessment of the socioeconomic impact and sustainability of suggested project outcomes and outputs;
  • assess global environmental benefits sought from the project;
  • propose a project monitoring and evaluation framework with a set of measurable impact and progress indicators;
  • guide development of budget plans for the project;
  • ensure linkages with other government, donor and GEF financed projects in Myanmar and in the region;
  • prepare ToRs for key project positions and consultancies;
  • take the lead in collating the inputs of different team specialists and draft the full project document and CEO request. Revise as necessary to satisfy all parties;
  • guide compilation of the GEF BD-1 Tracking Tool and ensure its quality;
  • conduct, with the MOECAF and WCS, the environmental and social safeguard screening following the UNDP procedure, producing the checklist and summary report.
  • Review the official comments from the UNDP, STAP, GEF and others, and assist in preparation of responses and document revision; and
  • Any other tasks as may be jointly agreed.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in natural sciences, environmental management or related fields;
Experience:
  • Minimum of 15 years of demonstrable experience and knowledge in the field of ecosystems and biodiversity management, in particular experience working on protected area management and system strengthening and related issues;
  • Extensive experience with project development, implementation and management (direct project formulation and management experience is preferable);
  • Working experience with international organizations or GEF funded biodiversity projects is an advantage as is knowledge of GEF, UNDP policies, procedures and practices;
  • Excellent communication (both oral and written) and partnership building skills with multi-dimension partners, people skill for conflict resolution and negotiation;
  • Experience in project formulation that addresses technical assistance and capacity development for implementing partners (IPs);
  • Computer proficiency, especially related to professional office software packages (Microsoft Office)
Language Requirements:
  • Excellent English language skills, particularly in the preparation of written documents.
