Description

UNDP’s Bureau for Policy and Programme Support (BPPS) provides leadership and technical support to deliver on the UNDP’s Strategic Plan priorities on Sustainable Development Pathways and Resilience and Governance. The UNDP-Global Environmental Finance (UNDP-GEF) Team within BPPS, among its many foci help, countries to develop their capacity to fully incorporate environmental sustainability into development at national and local levels. The principal areas of work are in access to environmental and climate finance to tackle challenges in biodiversity, oceans and water resources, adaptation to climate change, energy and chemicals.                                                   

Climate change is a priority area of work for UNDP. Building on a history of supporting countries to access climate finance to address national priority areas of action, UNDP plays a leading role in the UN’s support to countries on climate change. UNDP-GEF manages UNDP’s activities with regard to policy and projects supported by United Nations Framework on Climate Change (UNFCCC) financial instruments including the Global Environment Facility (GEF), and Green Climate Fund (GCF). The climate change adaptation team works to strengthen and expand UNDP’s services more broadly to systematically support adaptation to climate change.

 


Duties and Responsibilities

The intern will provide support to Regional Technical Advisors (RTAs) working on climate change adaptation by conducting quantitative and qualitative research and producing written outputs on, inter alia, weather insurance and related products and the possibility of integrating these products in new or existing climate change adaptation projects. The intern will also conduct desktop research on relevant issues related to climate change adaptation in the Asia Pacific region.

DUTIES AND RESPONSIBILITIES:

  • Undertake a desk review on the possibility of developing weather derivative products that enable swapping weather risks between two industries in developing countries. Industries will be identified based on the technical and practical feasibility of such products as well as the possible contributions that they can make to the achievement of the SDGs;
  • Develop a policy paper or a presentation, anchored on the latest scientific and technical literature, on the opportunity of weather derivative products in hedging climate risks particularly in vulnerable sectors such as agriculture in the developing country context and identify potential roles UNDP can possibly play.
  • Conduct a literature review and other relevant tasks related to parametric insurance products in the specific context of the GCF project formulation in Indonesia. Liaise, as needed, with relevant national/international stakeholders.
  • Assist the implementation of a weather index-based insurance project in the Philippines.
  • Support, when required, RTAs with last mile activities related to the finalization of GCF financed projects as they approach deadlines for Board submissions.

The intern may be required to travel. Destination shall be assigned and approved prior to travel depends on specific assignments. The travel costs will be compensated, in accordance with the prevailing UNDP rules and regulations.

FINAL PRODUCTS:

  • A policy/opinion paper or a presentation on the feasibility and opportunity of weather derivative products in Asia and the Pacific.
  • A literature review on parametric insurance in Indonesia which will be used as a (sub)section in the Indonesia GCF Funding Proposal.

PROVISION OF MONITORING AND PROGRESS CONTROLS:

The intern will report and submit final products at the end of internship (or upon internal arrangements) to the Head-Adaptation (Global), UNDP-GEF or his designate as directed.

Required Skills and Experience

Education:

Candidates must meet one of the following educational requirements:

  • Enrolled in a graduate school programme (second university degree or equivalent, or higher) or;
  • Enrolled in a final academic year of a first university degree programme (minimum Bachelor's level or equivalent) or;
  • Graduated with a university degree - and if selected, must start the internship within one year after graduation;

Field of study:  economics, public or business administration, international relations, law, development or environmental studies or equivalent. Experience in applying any of the disciplines described above in the agricultural insurance sector is a strong asset.

Experience:

  • Demonstrated interest in the field of development, especially in the application of the agricultural insurance in developing countries;
  • Ability to work under pressure and work on unfamiliar tasks.
  • Full dedication to the internship and willingness to travel to meetings, conferences, and client sites as needed;

Languague skills:

Strong oral and written communication ability in English. Knowledge of other UNDP working languages such as French or Spanish would be an advantage.

INTERNSHIP CONDITIONS

  • UNDP internships are not remunerated. All expenses connected with the internship will be borne by the intern or her/his sponsoring entity;
  • UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship;
  • Interns are responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed;
  • Interns are not eligible to apply for, or be appointed to, any post in UNDP during the period of the internship;
  • Interns must provide proof of enrolment in health insurance plan;
  • Interns are not staff members and may not represent UNDP in any official capacity;
  • Interns are expected to work full time but flexibility is allowed for education programmes;
  • Interns need to obtain financing for subsistence and make own arrangements for internship, travel, VISA, accommodation, etc.
