The Carbon Trust Offshore Wind Accelerator (OWA) is a joint industry project between the Carbon Trust and nine energy companies that aims to reduce the cost of offshore wind by 10% by 2015. Carbon Trust manages the contracting and delivery of projects in a number of research areas, including a flag ship offshore wind programme. There are 34 projects currently in progress, and a further 15 large demonstration projects to be launched. Funding for the programmes comes from DECC and industry, making the financial management complex. Programmes must be carefully managed to ensure that the projects deliver to schedule, achieve the desired outcomes, and hit the DECC spend targets to avoid returning unspent funds at the end of the financial year.
