Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the UNEP/DRC, Regional Office for Europe (ROE) at the Geneva Duty Station. Under the general guidance of the Director, Division of Communication and Public Information (DCPI) and the supervision of the Director, ROE, the incumbent will: 1. Plan and supervise UNEP's work in the areas of communication and outreach, media, information documentation, and communication knowledge management and outreach in Europe, including the ROE, the Environment Management Group (EMG) and Post-Conflict Disaster Management Branch (PCDMB): a) Assist in fundraising activities to support UNEP's information initiatives and promote UNEP's environmental objectives with all major constituencies, including national Missions to the UN in Geneva, Regional legislators, media and major groups; b) Coordinate closely with information and communication staff in other Geneva and Paris-based UNEP units including Multilateral Environmental Agreements (MEAs); c) Supervise UNEP's communication information documentation and registry, coordinate the UNEP regional outreach activities; d) Supervise all staff within the unit and carry out performance assessments in accordance with UNEP procedures. 2. Co-ordinate, facilitate and implement effective media relations related to UNEP in Europe, the EMG and UNEP's Crisis and Disasters sub-programme: a) Write, draft and review news releases and press statements, assist in hosting press conferences, media briefings and interviews with UNEP senior staff; b) Support the delivery of proactive media communications for the organization including EMG and PCDMB by designing effective media strategies and campaigns around specific events and issues; c) Co-ordinate the Regional Director's media relations activities with DCPI, other UNEP staff and partners including United Nations Information Centre (UNIC) offices, UN agencies and host governments in consultation with the Executive Director's spokesman office; d) Assist DCPI in developing policy guidelines on UNEP's media relations and the development and implementation of UNEP's Media and Communication Strategic Framework; e) Manage the development and maintenance of a Home Page on the WEB and keep abreast of the latest technological developments in the field of Information Communication and Technology (ICT). 3. Plan, develop and supervise the implementation of technical aspects of the organization's information outputs: a) Liaise with authors on production requirements, costing for periodicals books, leaflets, posters and other printed visual materials; c) Assess in-house capacity and advice on capability to meet publications requirements; d) Prepare specifications for quotations and tenders; e) Approve artwork and other camera-ready material before dispatching to printers; f) Monitor all internal and external production. 4. Formulate strategies and oversee implementation of outreach activities between UNEP, National Committees and major groups in Europe: a) Oversee UNEP-supported Non-Governmental Organizations (NGOs) and Community Based Organizations'(CBOs) programmes and joint programme activities; b) Establish and maintain contacts with NGOs, CBOs, private sector, local authorities, trade unions, women's outreach in close coordination with the UNEP Major Groups; c) Participate in the development and formulation of policies, strategic priorities, guidelines and plans for UNEP's involvement with major groups and national committees; d) Prepare input to UNEP Governing Council reports on issues related to major groups in Europe; 5. Undertake other related assignments as required by the Director, ROE.

Competencies
Professionalism: Highly developed conceptual, analytical and innovative problem-solving ability; demonstrated ability to handle complex business process and information integration issues; extensive theoretical background and experience in information management and technologies; in-depth knowledge of and extensive experience in systems design and development, management, implementation and maintenance of complex information systems. Communication: Ability to speak and write clearly and concisely, proven public speaking and presentations skills. Ability to draft speeches, press releases and other official statements for management. Planning and Organizing: Ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities. Teamwork: Excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.



QUALIFICATIONS

Education
An advanced university degree in journalism, mass communication, environmental sciences or any other relevant field. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Work Experience
At least 7 years working experience in responsible position in a large information or communication office. Familiarity with the UN system and with the aims, activities and operations of Non-Governmental organizations. Experience in environmental reporting and issues essential. Demonstrated ability to plan and implement an information programme to manage staff and resources, to maintain productive constituent relationships essential. Proven ability to write articles for the general public required.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and a working knowlegde of French is required. Knowledge of other UN languages an asset.

Other Skills
Demonstrated computer, web design and management skills.
