Background

One of the challenges in mainstreaming climate change in growth and development related policies in India is lack of clarity and contextual understanding of climate change related impacts including policy makers at the state level. The forecasted situation demands a collective approach that involves local communities, researchers, development professionals and policy-makers for making knowledge available to help everybody understand that mainstreaming could mean favorable decisions in making communities resilient to climate change.

It is important and necessary to connect a large global issue such as climate change to home local issues such as livelihood, food security and access to energy ensuring that the local constituency starts bringing these up on their priority lists while making state and district level plans which also contributes to national level planning.

UNDP intends to strengthen the understanding of climate change and build capacity of constituency at the state and district level especially taking into account state departments within each sector* to help them understand and consider climate change impacts into state level planning. This will support state government departments to understand that climate change mainstreaming in policies and programmes could mean favorable decisions for long term climate proofing.

The objective of this assignment is to develop handy manuals for state government departments in the form of information booklets and help them analyse issues in connection with the changes taking place in their work domain. The booklet would carry simplified messages on climate change and sustainable development. The booklet will link climate change to departmental functions to effectively train and sensitize the officers for practical application of climate change mitigation and adaptation concepts in their own departments. This will help government departments and agencies at all levels to analyses, plan, converge, implement and monitor programmes addressing climate change and its impacts. With changing climate scenarios and multiple projections being forecasted, state officials will not only be aware, but also be able to respond and take the correct actions against the vagaries of climate.

Duties and Responsibilities

An information booklet to enhance understanding of government officials on the issues related to climate change and the role that they can play in addressing these issues. The manual shall be delivered in two sections:

General for all sectors as the first chapter of the manual:
  • Chapters on the practices that affect climate, the reasons why the climate is changing;
  • This will include some of the impacts of climate change that have already happened, and how the national and state level governments are working to solve the problems caused by climate change now and in the future;
  • Chapters on climate change threats the local communities are exposed to;
  • Case studies on climate change adaptation strategies and adaptation based micro level planning;
  • Chapter providing information on how climate change adaptation is linked to disaster risk reduction. What communities can do in their local context to reduce their vulnerability to climate change? Identify and apply tools to develop a community-climate change adaptation plan.

Sector** specific as the second chapter of the manual:

  • Issues and facts of impacts of climate change on each sector;
  • A brief on existing central and state government schemes, programmes and policies relevant to combat climate change in each sector;
  • Gaps in existing policies and programmes addressing climate change;
  • Sector specific adaptation and resilience strategies, and policy options (including on the type of legislation best suited to India’s circumstances), based on best practice in other major economies.

Key deliverables and time frame:

  • Submission of the agreed work plan for this assignment – within 4 consultant working days;
  • Submission of draft information booklet for all 10 sectors containing general climate change information and sector specific information as outlined in point a. and b. under the scope of work of this ToR within 35 consultant working days;
  • Submission of final key deliverables (one hard copy and soft copy in a CD for all 10 sectors) as mentioned in point no. a and b (scope of work) of this ToR after incorporating comments from UNDP and other stakeholders (stakeholders to be decided at a later stage)– within 45 consultant working days.

Data/information collection:

  • The required data and research materials required to carry out the above tasks will be collected by the consultant.

Competencies

Functional Competencies:

  • With proven record on similar documentation work;
  • In-depth knowledge of Climate Change work area.

Required Skills and Experience

Academic Qualification:

  • Master’s Degree in environmental science, climate change or disaster management with excellent academic record.

Experience Required:

  • The Consultant must have a proven track record of a minimum 10 years of national/international level experience and expertise on preparing similar kind of manuals/handbooks on issues related to environment;
  • At least six years should be specifically in the area of Climate Change.

Language Requirement:

  • Excellent drafting and communication skills in English.

Submission of proposal:

Proposed Work Methodology

  • Proposed work methodology for undertaking the assignment has to be submitted.

Financial Proposal:

  • Consultancy shall specify his/her per day consultancy rate; 
  •  Any travel with prior UNDP approval will be handled separately as per rules.

CV:

  • Consultant should submit his/her updated CV with three references.

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Please note proposals without financial proposal will not be considered;
  • CV, Work methodology and Financial proposal can be clubbed in one file for uploading;
  • The consultants must bring his/her own computing equipment.

Payment Schedule

UNDP will release payment as below:

  • 10% at submission of final agreed work plan;
  • 40% at submission of first draft of the deliverables;
  • 20% on stakeholder consultation;
  • 20% at finalization of the deliverables after incorporating stakeholder comments;
  • 10% upon satisfactory acknowledgement of the deliverables by UNDP.

Cumulative analysis:

Responsive; 

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

Relevant Work Experience-50%.
