Description:
The National Housing Bank of India (NHB) andKreditanstalt für Wiederaufbau (KfW) aim at contributing to a sustainable energy supply by encouraging the use of energy efficient technologies and building methods such as energy efficient heating, lighting and cooling systems or improved insulation to improve energy efficiency in housing. The increase in energy efficiency shall contribute to mitigation of climate change resulting from CO 2 emission.
In preparation of the project a feasibility study shall be conducted and the promotional programme shall be designed.
The feasibility study shall cover the following areas:
1. Collection of information and elaboration of definitions regarding energy efficient housing in India
2. Market analysis of housing and habitat in India with focus on energy consumption behavior and creditworthiness of typical Indian housing units
The results of the feasibility study will provide a foundation for a design of the "Promotional Programme for Energy Efficient New Residential Housing in India". The design of the Programme shall cover refinancing mechanisms for energy efficient housing loans, incl. selection of appropriate partners for the channeling of available credit funds; definition of the core target group of the promotional credit line, definition of the relevant financing products and outline of a concept for registration of the Programme as CDM Project.

Qualifications/Experience:
The CDM Expert will outline a concept how to register the above mentioned promotional programme as a CDM project and how to include the CER revenues in the Programme. To fulfil the task the following qualifications are necessary:
· Master's degree in Engineering or any other related field;
· Extensive practical experience (at least 7 years) with designing and implementation of CDM projects, preferably in energy efficiency measurements;
· Good knowledge of the Kyoto Protocol flexible mechanisms, particularly CDM and the interpretation of the rules;
· Experienced in the development of Project Iea Notes (PIN);
· Relevant working experience with e.g. KfW, World bank or ADB would be an advantage.
