The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.

The IEA seeks an energy data officer to assist in the collection, compilation, verification, research and dissemination of energy innovation statistics for member and non-member countries, with focus but not limited to energy technology research and development budgets. The chosen candidate will contribute to the broader IEA innovation policy work, and work in a team performing various energy data related activities that underpin the Agency's work on global energy challenges. These activities include, but are not limited to, energy security (including the IEA Emergency Data System), energy markets, energy efficiency, CO2 emissions, renewable energies, energy prices, etc.

The selected candidate will report to a Head of Section in the Energy Data Centre under the general supervision of the Head of Division, working with a team of enthusiastic professionals in a collegial, dynamic and busy environment. He/she will have an opportunity to develop their knowledge of energy innovation statistics and their broader understanding of energy innovation, through interactions with a wide selection of statisticians and international experts across the Agency.

Main responsibilities

Data research, collection and validation

• Collect, review and input data submissions from countries and other sources. Check data for completeness, internal consistency and plausibility, and correct calculations using existing verification procedures. Compare data with published sources for accuracy and consistency with definitions.
• Investigate and resolve data anomalies in consultation with national administrations of countries. Maintain appropriate documentation on data series, draft methodological and technical notes and commentary on statistics for various releases and publications.

• Research and review data sources other than data submitted by national administrations to track relevant global innovation trends.
• Assess the quality and ensure the comparability of data from such alternative data sources, with a view to identify potentially idiosyncratic data submissions and estimate values when such data is not available.

Databases management and support

• Contribute to the maintenance of EDC’s large database;
• Exploit hardware and software developments to improve the efficiency of working methods.
• Carry out ad hoc extractions and manipulation of data for internal as well as external users. Assist users within the Agency with data preparation and interpretation for use in IEA energy modelling as appropriate.

Data dissemination and analysis

• Contribute to the preparation of the IEA’s energy innovation statistics products using the main databases and software.
• Analyze the data collected to identify key energy trends and developments, with a view to contribute to dissemination of IEA’s work, including the preparation of summary reports on an on-going basis and ad hoc reports on specific issues of topical interest.
• Help to enhance IEA understanding of the data, metrics, benchmarks and best practices relating to national energy innovation systems.

Training and representation

• Help to deliver training and capacity building to experts from member and non-member countries as part of courses and events.

Ideal Candidate profile

Academic Background

• A university degree in the field of energy, science and technology, computer programming or statistics (for example, mathematics, statistics, information technology, engineering, environmental studies, economics…)

Professional Background

• At least one year experience working with data, including large datasets.
• Understanding of the energy sector, energy technologies and innovation metrics.
• Knowledge of energy industry operations and terminology and /or data collection would be an advantage.

Tools

• Good computer programming skills in Visual Basic required. Demonstrated capability in other programming languages (Python, R, Ruby) would be considered an asset, as well as familiarity with SQL.
• Demonstrated proficiency in statistical and data analytics (e.g. SAS, STATA) and visualization (e.g. Power BI) would be an asset.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages would be an asset.

NB: Applicants must be successful in the IEA test for energy data officers. Shortlisted candidates will be contacted to arrange for these tests to be held.

Contract Duration

• 12 months contract with the possibility of renewal

Salary information

• 2900€ gross salary monthly
