Description

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.

The ICT Infrastructure and Services Specialist will be based at the Fund’s headquarters in Songdo, Incheon City, Republic of Korea. The position is for an initial three year period. This is a unique opportunity to be part of a start-up in international climate finance that offers stimulating challenges.

 

Role

The ICT Infrastructure and Services Specialist will handle a wide range of duties, spanning most aspects of infrastructure provisioning and services delivery. S/he will be instrumental in advancing the GCF automation strategy and be customer first focussed for our internal and external user audiences.

 

Duties and responsibilities

Under the guidance of the Head of ICT, s/he will be responsible for:

  • Managing projects for several medium to large undertakings in the work pipeline; accomplishing project team member tasks for other projects;
  • Overseeing demand planning, service level agreements negotiation, measurement and reporting on actuals; ? Managing change as part of a transition to modified and new systems, services, and solutions; this includes quality assurance and acceptance testing aspects;
  • Scaling up of early days internally focused ICT customer support regime to adequately deal with the rapidly growing needs of external partners of the Fund;
  • Aiding in business process optimizations, business analysis, and solution shaping;
  • Administrating key and sensitive parts of systems and infrastructure, typically Cloud based;
  • Supervising and monitoring outsourced parts of ICT administration;
  • Assessing and comparing work sourcing scenarios; ICT vendor management;
  • Providing support during the Head of ICT’s absence or leave;
  • Performing of any other functions as may be assigned by the Head of ICT.

 

Required experience and qualifications

  • University degree in Computer Science, Information Systems; or related fields;
  • Minimum 4 to 6 years of relevant experience within the field, in a professional capacity; 
  • Minimum 4 years of experience in network/servers administration, operations and support;
  • Minimum 4 years of hands-on experience in ICT user support;
  • Minimum 4 years of vendor management experience;
  • Good experience in the administration of VoIP technologies, web-based video-conferencing systems and collaboration tools;
  • Experience in delivering ICT services in an international organization and/or environments is an advantage;
  • Experience in database development and administration is an advantage;
  • Experience in procurement of ICT equipment/services is an advantage;
  • Suitability to undertake the responsibilities mentioned above at the required level, with the following: (a) Proven application of expertise; in-depth knowledge within the area of ICT infrastructure and service provision (b) Able to act as a team leader when required (c) A team-player with a proactive and can-do attitude
  • Experience of establishing strong working relationships with colleagues from different functions and cultures; 
  • Fluency in written and spoken English; knowledge of another UN language an advantage;
