Description
The Government of Republic of Kazakhstan and UNDP/GEF have been implementing a project titled “Kazakhstan- Wind Power Market Development initiative”.  The project provides consulting support to a number of investors with regards to preparation of wind farm projects in Kazakhstan. There is a Feasibility Study prepared for construction of a 33MW wind farm in the Chilik site. UNDP is requested to arrange an independent expertise of the feasibility study for the 33MW wind farm in the Chilik site. In this regard, UNDP intends to hire an international expert for carrying out the independent expertise and evaluation of a number of technical sections of the 33MW wind farm Feasibility Study.

Duties and Responsibilities

This assignment aims to carry out Independent technical expertise and evaluation of technical sections of the Feasibility Study for the 33MW wind farm in the Chilik site. It is assumed that the assignment will be performed by an international consultant with an experience in such research and expertise in line with international practices and existing standards.
The Feasibility Study sections to be considered in the expertise are as follows:
• assessment of the selected site for the WF construction purposes;
• assessment of wind energy resources at the selected site;
• selection of  wind turbine and the wind turbine layout at the selected site;
• assessment of power output of the 33MW wind farm based on selected types of turbines and their on-site layout;
• conclusion and recommendations made based on expertise results.

• Excellent communication and writing skills in English.

• Demonstrated skills and experience in working with designing and implementing policies and capacity building activities

Required Skills and Experience

Education in the area of energy

Proven experience (minimum 5 years) of the international expert in provision of consulting services, expertise of wind monitoring, wind resources assessment, selection of the turbine type, layouts of wind turbines as well as in energy yield assessment of wind turbines and wind farms.

A license or certificate to carry out such research and consulting services;
