Job Description
Job Purpose: 

The jobholder will deliver, maintain and enhance the DECC Health and Safety and Wellbeing policies and procedures. This is a new role created in repsonse to an increase in staff numbers and accomodation changes. 

The role primalily involves working with individuals and managers in the business. As such there is a requirement to be located in the London offices for a minimum of 80% of the working week. 

Job description 

1.Display screen equipment 
a. Enrol staff onto the on-line Essentialskillzs OLAS training and risk assessment package, and maintain accurate and timely records. 
b. Establish and deliver a programme to carry out assessments for DSE identified issues, both in person and by telephone. 
c. Refer cases requiring a reasonable adjustment to the Central Adjustment Team, liaise as necessary, monitor and keep records of outcomes. 
d. Review and establish requirements for staff to retake the on-line assessment and training module, e.g. following restructuring, other moves or changes in circumstances. 
2.E-learning and risk assessment 
a. Example packages include New and Expectant Mothers, Stress, and Homeworking. 
b. Enrol individuals as appropriate. 
c. Identify trends and propose remedial action, e.g. by identifying workshops or alternative e-learning packages. 
d. Contribute to introducing new e-learning and risk assessments by reviewing packages, communicating the opportunities to staff, and embedding into business as usual. 
3.Personally manage all resulting individual referrals from any of the above assessments or any other source, e.g. a new staff member , a disability related referral, or a line manager concern, liaising with the Health Safety and Wellbeing Manager as appropriate. 
4. Provide Health & Safety and Wellbeing technical support to the DECC business groups when required. This will include advising on matters in relation to business delivery products, completing risk assessments, completing building audits, and providing cover for out of hour’s emergencies. 
5.Induction and presentations 
a. Deliver the Health & Safety and Wellbeing section of the DECC induction training 
b. Deliver presentations to inform groups on new Health & Safety and Wellbeing initiatives. 
6. Produce monthly statistics and other qualitative and quantitative reports on all Health & Safety and Wellbeing activities and future delivery. 
7. Assist the Health Safety and Wellbeing Manager on other specific work as required, e.g. booking meeting rooms, advertising or being involved with events, and budget administration.

Qualification(s)
Mandatory Professional Qualifications 
Yes: NEBOSH General Certificate or equivalent qualification 

Specialist Skills 
Essential: • NEBOSH General Certificate 
• A minimum of two years experience at H&S adviser or H&S consultant level post qualification 
• Must have Display Screen Equipment assessor training and can show certification from a known training organisation. 
• Fully understand the DSE legislation and have a good understanding of the 6 pack legislation and ACOPs 
• Must have experience and understanding of reasonable adjustments, musculoskeletal disorders, and RIDDOR reporting. 
• Strong administrative skill set/ computer literacy to include Microsoft Office Applications 
• Must be very organised, confident to chase up others and quick to learn new processes 
• Must be able to travel to Aberdeen when required 


Desirable: • NEBOSH Diploma 
• Display Screen Equipment experience in a hot desking environment. 
• Experience of Essentialskillzs software. 
Member of the Institution of Occupational Safety and Health 
• NEBOSH Fire Safety and Risk Management Certificate 
• Advanced DSE Assessor qualification 
• A working knowledge of Equality, Diversity and Inclusion 
• A working knowledge of Wellbeing 
• Knowledge of facilities management processes 
• Experience of working in a project-based manner
