The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Montreal Protocol on Substances that Deplete the Ozone Layer is the global treaty that controls and phases out the production and consumption of nearly 100 manmade ozone depleting chemicals. With 196 Parties, the Protocol has achieved universal ratification. In fulfillment of UNEP’s mandate as an Implementing Agency of the Montreal Protocol’s Multilateral Fund, the OzonAction Branch assists the 147 developing country Parties to enable them to achieve and sustain compliance with this multilateral environmental agreement. The branch builds the capacity of the countries to make informed decisions about alternative technologies and ozone-friendly policies needed for compliance. This post is located in UNEP/DTIE at the Paris duty station.  Under the general supervision of the Director, DTIE, the incumbent will carry out the following duties:

 

Responsibilities

 

1. Policy Making and Programme Implementation: Define UNEP’s strategy and policy for the implementation of the Montreal Protocol: a) Define, develop and negotiate the Branch’s programmes and proposals; Evaluate and assess the needs of the target groups in developing countries and Countries with Economies in Transition (CEITs); develop project proposals; formulate policy and strategies for effective implementation; monitor, evaluate and report the results achieved; assess lessons learnt and apply them.  b) Provide advice and guidance to DTIE Director and UNEP senior management; high-level officials of government in developing countries and CEIT; private sector business on innovative techniques in mainstreaming the environmental agenda; Identify the strategic linkages and synergies between ozone protection, climate change, chemical management, and energy, as well as with other DTIE Branches and other UNEP priority areas and related themes.  OzonAction Compliance Assistance Programme (CAP) team to develop innovative and original policies, strategies and activities.   c) Manage the delivery of the activities: Oversee the development and implementation of the strategies supporting national initiatives; devise new strategies for information dissemination; oversee the regional delivery and networking of National focal points; devise and ensure the operation of the feedback system to mechanism; provide strategic guidance through project review & feedback system to senior officers and co-ordinators; d) Act as a focal point for all UNEP’s activities in coordinating the implementation of the Montreal Protocol and the associated climate change and chemical management issues: lead the UNEP delegation at Executive Committee meetings of the Montreal Protocol’s Multilateral Fund; participate in interagency meetings with Multilateral Fund Implementing Agencies and other international agencies; 
e) Negotiate and raise funds for activities related to the Branch’s activities from inter alia the Multilateral Fund as well as other bilateral and multilateral donors/funds; 
f) Participate in internal UNEP meetings in guiding the exercise of finalizing of the Business Plan, Work Programme, budgeting, budget controls and project documents; participate in national, regional and international seminars, Assessment Panels, Meetings of the Parties to the Protocol and technical workshops; provide review and comments on policy guidelines; establish linkages within the UN system, governments and private sector; 
g) Provide advice and recommendations to senior UNEP management including on the political dimension and direction of UNEP’s ozone protection activities. 
2. Management and Administration: assign tasks and supervise work of the Senior Programme Officers of the Branch; oversee the daily operation, administration and budgetary functions; ensure timely submission of funding program proposals progress and evaluation reports. 
3. Perform any other duties assigned.

 

Competencies

 

Professionalism: Knowledge of policies and approaches related to the phase-out of Ozone Depleting Substances; proven fund raising skills; Willingness to continuously improve programme based on feedback from clients and partners; conscientious and efficient in meeting commitments, observing deadlines and achieving results. 

Communication: Excellent communication (both written and oral) skills including the ability to articulate complex technical and policy issues to non-specialists and senior officials; Works effectively with stakeholders to meet mutual goals, maintain effective relationships with donors and partners, including representatives of Member States and the public, negotiates to align parties, builds networks, listens and communicates effectively to engage others; Experience in interacting with the media; Political acumen and skills to interact with industries, research institutes and governments;  Have a proven diplomatic record of interactions with donor countries and member states. 

Teamwork: Interacts constructively with staff from diverse backgrounds, nationalities and cultures, creating an environment where diversity is valued and respected;  Leverages the different competencies of staff for the benefit of the Programme. 

Managing Performance: Ability to delegate appropriate responsibility and to ensure that goals, roles and reporting lines are clear to each staff member; Supports creativity and initiative, and is able to motivate staff; Have a proven record of building and managing teams and creating an enabling environment, including supervisory skills and ability to effectively lead, supervise, mentor, coach, develop and evaluate staff and enhance initiatives to ensure the effective running of the Unit; 

Leadership: Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals; Anticipates and resolves conflicts by pursuing mutually agreeable goals; Ability to integrate the work of the Unit into the Division's as a whole; Demonstrated judgment in resolving issues/problems for the efficient delivery to this client;  Envisions the opportunities to open new activities for the benefit of the Programme and client.

 

Education

 

Advanced university degree (Master’s degree or equivalent) in engineering, technology, chemistry or related area.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

 

A minimum of fifteen years of progressively responsible experience in environment, engineering, technology, chemistry or related field is required.  Experience in developing, co-ordinating and implementing multi-disciplinary technical and policy programme on ozone layer protection and/or related to climate change or chemical management is desirable.  Experience in the private sector in technology transfer for developing countries an advantage.

 

Languages

 

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
