FIXED TERM APPOINTMENT OF 3 YEARS, RENEWABLE 

The Head of the Energy Efficiency Unit will manage the Agency’s work on energy efficiency analysis. Energy efficiency offers a powerful and cost-effective tool for achieving a sustainable energy future. The IEA has submitted 25 policy recommendations to the G8 for promoting energy efficiency to reduce global CO2 emissions by 8.2 gigatonnes by 2030.   

The person will manage a small team of enthusiastic professionals under the general guidance of the Head of the Energy Efficiency Unit and Environment Division.  This will include setting strategic direction of the Agency’s energy efficiency analysis, contributing to world-class research and publications on approaches to energy efficiency improvement across all sectors, securing funding for research activities and managing the personnel within the Unit.



Job Duties

1. Leadership and management 
• Work with IEA management to set the strategic direction of the Agency’s energy efficiency analysis and its strategy for external co-operation and outreach on energy efficiency. 
• Build and guide a small multi-cultural and multi-disciplinary Unit working on energy efficiency analysis. Ensure the timely delivery of high quality energy efficiency analyses to meet the needs and priorities of member countries. Contribute personally to these activities through intellectual and technical leadership, coaching and developing staff, as well as by winning and managing resources to support the project. Participate in recruitment and identify external experts. 

2. Analysis  
• Lead the development of and participate in the Agency’s analysis of energy efficiency through the writing of associated reports and to meet the needs and priorities agreed by member countries. Conduct quantitative and qualitative analyses of global and regional energy end-use trends; conduct research and analysis across a range of energy efficiency issues. 
• Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of energy efficiency. Contribute to the development of the Agency’s programme of work. Identify key priorities for action. 

3. Liaison and Outreach 
• Represent the Agency at high level international external fora on energy efficiency. 
• Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews and conferences relating to energy efficiency.  Liaise with the IEA Implementing Agreements to help support the IEA’s work on energy efficiency. 
• Monitor and survey developments in the implementation of energy efficiency policies in IEA member countries across all sectors of national programmes and provide advice to member countries. Explore and identify opportunities for collaborative projects and co-operative actions in the field of energy efficiency. 
• Act as Secretary for the IEA’s Energy Efficiency Working Party. Organise international workshops and seminars on a wide range of energy efficiency issues: identify relevant issues; define agendas in collaboration with IEA standing committees and expert groups; secure the participation of relevant experts; and oversee logistic matters. 
• Participate in preparations for meetings of IEA standing committees and other working parties as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.  
• Maintain contacts with policy-level officials in government, other international organisations, industry, research institutions and NGOs. Promote the work of the Agency externally to a wide range of audiences through the organision and participation in workshops, making presentations and holding bi-lateral meetings.



Qualifications: education, experience, communication and languages

1. Education and experience 
• An advanced university degree(s) in relevant disciplines, such as economics, econometrics or  engineering. 
• Eight to ten years' experience of analysing and/or contributing to national and international policy issues relating to energy efficiency policies. Practical experience of policy or programme design, implementation and evaluation and of economic analysis and developing funding proposals would be an advantage. 
• Excellent understanding of the energy sector and energy efficiency policies.  

2. Key competencies 
• Proven quantitative analytical abilities as demonstrated in past work products (analytic reports, methodologies / models, and/or published papers). Quantitative analytical experience is desirable. 
• Creativity, energy and commitment. 
• Proven track record of managing complex projects involving multiple inputs to meet tight deadlines and to budget. High degree of flexibility. Strong sense of responsibility for the successful completion of assigned work. 
• Demonstrated ability to manage interdisciplinary teams and to create an environment conducive to teamwork, innovation and open communication.  
• Excellent level of computer literacy.  

3. Communication and languages 
• Excellent interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.  
• Strong communication skills. A demonstrated ability to prepare reports quickly and clearly in written form on complex technical issues for a more general policy audience. Ability to organise and structure material and data clearly.  
• Proven track record in producing high-quality publications that summarise technical information for a more general policy audience, as well as of communicating results to high-level audiences from different fields and backgrounds. 
• Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.

NB. The appointment may be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the position will be adjusted accordingly.
