The Role

You will play an important role. You will:

Reporting to the Head of RHI Scheme Delivery, you will assist in shaping and monitoring the success of the RHI policy in terms of its impact on the markets. You will help the RHI team and our senior stakeholders to maintain a better understanding of the renewable heat sector and will provide regular input into the development and delivery of the policy. Your advice will help us to shape key elements of the scheme, such as the level of financial incentive; support for the supply chain; deliverability; and customer protection and experience. You will also support our work in developing qualitative and quantitative metrics that we use as management information for the project.

This role will involve a mixture of desk-based work from our Whitehall offices, meeting stakeholders, and attending industry events such as exhibitions, seminars and trade association meetings, as well as working closely with both Ofgem and MCS.

Key areas of responsibility

•Developing a small Market Intelligence unit within the RHI team to embed a thorough understanding of trends and drivers in the renewable heat market in order to inform RHI policy and delivery
•Sourcing, interpreting and analysing key market intelligence that provides information about the actual and potential uptake of the scheme, especially in relation to investment in the sector and potential aggregation of demand
•Working with DECC analysts to develop model for capturing and interpreting quantitative market information
•Developing strong relationships with stakeholders in the investment community and in industry to maintain knowledge of developments on the ground and key decision-making factors
•Identifying research priorities and gaps, and overseeing a work programme to meet these needs, including working with DECC specialists and commissioning and managing external consultancy or technical work as necessary
•Providing regular updates to senior officials and Ministers about emerging market information and implications for the RHI
•Improving the evidence base underpinning the Heat Strategy and share information across DECC to support wider policy development
•Management of a small team, including specialists.
