Specific Minimum Qualifications and Expertise

  • Proven team leadership expertise in a policy analysis and policy delivery environment; management of senior managers would be particularly desirable.
  • Proven track record in managing and delivering major projects against challenging deadlines.
  • Evidence of managing change effectively.
  • Comprehensive expertise of European energy policy.  It is desirable for candidates to demonstrate working knowledge (and preferably experience) of European gas and/or electricity regulatory policy.
  • Proven expertise in policy development either in public /or private sector.
  • Excellent communication skills with the ability to represent Ofgem and influence at the highest levels within the industry.
  • Proven ability to take decisions with significant financial implications.
  • Degree level education.

Purpose

To lead, manage and develop the team(s) responsible for policy projects relating to the development of Ofgem’s European Strategy in gas and/or electricity.

Key Outputs and Deliverables

  • Lead, manage, motivate and develop teams.
  • Lead teams in formulating and communicating policy issues.
  • To lead and manage key projects related to some of the following: adoption  of European framework guidelines and network codes, to regional market integration and access arrangements to interconnectors (including market coupling, reverse flows on gas interconnectors, gas quality issues) compliance with the requirements of the third package (including the certification of TSOs compliance with the unbundling provisions) and to investment in new infrastructure (including electricity interconnection, gas storage, LNG).
  • Act as a main point of contact, both internally European Strategy issues.
  • Liaise and build influential relationships with other European regulators, the Agency for Cooperation of Energy Regulators (ACER), the European Commission, Government and other GB and European stakeholders,
  • Contribute to the Directorate’s strategic direction in policy development and implementation.
  • Work closely with the senior management markets team to foster a culture of high performance and continuous personal and professional development.
  • Manage consultant input into project work.
  • Some European travel will be a requirement of the role.
