Head of Environmental Programmes

£66,000 - £74,000 p.a. (dependent on skills and expertise) - Band E London SW1

Specific Minimum Qualifications and Expertise

  • Proven expertise in team leadership in a policy implementation and service delivery environment.
  • Proven ability to deliver significant programmes in a complex organisation.
  • Proven experience in performance managing multi-functional teams to implement complex programmes in accordance with the legislative requirements
  • Proven expertise in policy development and implementation and in working with legislation.
  • Excellent stakeholder management, communication and influencing skills.
  • Managing change and process improvement in ongoing programmes.
  • Managing risk and ensuring the maintenance of robust process to mitigate risk.
  • Educated to degree level or has relevant professional experience

Desirable

  • Sound knowledge of the Government’s climate change programme and the policy objectives of the environmental programmes.

Purpose

  • To support the AD in his role and contribute to the overall leadership, management and delivery of the team.
  • To provide clear leadership and direction to a range of schemes in the Environmental Programmes Directorate, in the first instance likely to be:
    • The Carbon Emissions Reduction Target (CERT)
    • The Community Energy Saving Programme (CESP)
    • The Feed in Tariff scheme (FITs)
  • To lead a range of environmental programmes for which Ofgem is responsible, ensuring full compliance with the legislation and a customer-focused approach to the work.
  • To develop and implement successful strategies for influencing Government on the design of the environmental programmes.
  • To work with government so that the legislation governing the environmental programmes meets Ofgem’s requirements for the administration of these schemes
  • To ensure there is the appropriate governance and reporting structures for the oversight for the environmental schemes
  • To lead Ofgem’s work ensuring the systems procedures and resources are in place to operate the schemes administered by the team.  Key to this will be ensuring that guidance is kept up to date, internal procedures are updated for any changes to legislation and liaising with the IT team to ensure the systems are operating efficiently for the ongoing administration of the schemes.

Key Outputs and Deliverables

  • To lead the effective administration of the FIT, CERT and CESP environmental programmes.
  • To operate flexibly across the range of different environmental schemes as required.
  • To lead team efficiently and ensure that approvals are in line with the KPIs set out in the corporate plan
  • To ensure that lessons learnt from the schemes are implemented through future changes to legislation
  • Decisions taken on the schemes are legally robust
  • To manage key stakeholders, including government departments and key industry groups
  • Be responsible for effective risk management to avoid significant fraud and other process failures
  • Proactively contribute to the policy development agenda by engaging with DECC on their proposals for amendments to the existing schemes and the successor schemes
  • To ensure deliverables, such as the annual reports to the Secretary of State, are delivered to a high standard and are on time.
  • To work with colleagues in New Scheme Development and Environmental Policy on the responses to consultations
  • Staff capabilities are developed to support their development and delivery of the team’s objectives
  • Responsibility for the financial management of the team, including making sure budget reports are accurate.

Key Stakeholder Relationships

External

  • Government departments, including those with policy responsibility for the environmental programmes (DECC, HMT, Scottish Government, EST)
  • Industry participants (electricity suppliers, generators, trade associations and industry groups)

Internal

  • Senior staff in E-Serve, particularly in New Scheme Development
  • Environmental Policy on the design of the different low carbon programmes
  • Consumer Policy and Insight
  • IT on the design and operation of the different databases
  • Finance on budget management
  • Audit Committee

Key Accountabilities

  • Assist the AD identifying the priorities for E-Serve’s administration of the environmental programmes
  • Ensuring that the programmes assigned to them are properly resourced and the budgets are properly managed
  • Leading and supporting their teams on the programmes they are responsible for
  • Ensuring the development of staff in their teams and addressing any skills gaps
  • Securing the Management Committee approval for the key deliverables.
  • Delegated authority to take all decisions in relation to the administration of the schemes assigned to them.
  • Lead a team of around 25 -30 people
