Description

The REC is seeking a dynamic and visionary individual, with a proven track record in managing expert teams, to serve as head of its Environmental Governance Unit and to support the REC in fulfilling its mandate. The ideal candidate will have the ambition and ability to work in an international organisation, where multidisciplinary teamwork is essential. The candidate should be dedicated and committed to the founding principles of the organisation, as set out in its founding charter and overseen by its Board of Directors, and should devote their full and utmost attention to successfully being a team player in navigating the challenges and opportunities in the REC’s complex and rapidly changing environment, with special regard to environmental policy.

 

General responsibilities

Duties include the following:

  • Contributing to the strategic and business development of the REC, together with the heads of the other programme implementation units and the head of the Business Development Unit.
  • Providing advice to the deputy executive director (DED) for programme implementation regarding the development of REC programmes, and contributing to defining the scope of the REC’s services and products in support of the implementation of related global and EU policies and measures in the REC’s beneficiary area.
  • Providing planning for the development and implementation of projects and programmes within the Environmental Governance Unit under the leadership of the DED for programme implementation.
  • Participating in the annual work planning in cooperation with the DED for programme implementation, the heads of the other programme implementation units and the head of the Business Development Unit.
  • Managing the staff of the Environmental Governance Unit in accordance with REC internal policies and procedures.
  • Providing leadership of the unit; and motivating, supervising and coaching unit staff, including quality assurance and control and staff performance monitoring (e.g. annual performance appraisals, capacity building and participation in recruitment).
  • Taking responsibility for ensuring the overall financial sustainability of the related field through project development, the establishment and maintenance of good donor and client relations, and the creation of initiatives to sell REC services on the environmental market in the REC’s beneficiary area.
  • Taking responsibility for the implementation of all projects within the unit in a timely and cost-efficient manner, including activities related to quality assurance, risk management and evaluation, as well as supervising project managers and project team members, and ensuring that the content and outputs of the project relate to the overall strategic objectives of the REC.
  • Encouraging cooperation and ensuring open communication within the unit, as well as among the programme implementation units and the country office network, and in particular taking care to involve colleagues with relevant expertise in the network before applying for subcontracting.
  • Ensuring the active participation of unit staff in relevant meetings and timely responses to requests, and representing the unit staff before the DED for programme implementation and the executive director, and vice versa.
  • Meeting commitments and ensuring the delivery of services efficiently, effectively and ethically to constituents and target audiences.
  • Playing an active role in the implementation of the REC’s communication strategy by providing regular project-related content to the Communication and Publishing Department for inclusion on the REC’s website and social media channels (i.e. information about the launch of projects, steering committee meetings, project completion and other relevant project milestones).
  • Managing any additional tasks as and when assigned by the DED for programme implementation and by the executive director.

The head of the Environmental Governance Unit reports to the DED for programme implementation.

 

Experience required

  • A minimum of 10 years’ work experience in a relevant field.
  • A minimum of five years’ experience in senior positions, project management and staff supervision.
  • Demonstrated experience in resource mobilisation.
  • A proven track record of project management capabilities in relation to projects valued at over EUR 500,000/year.
  • Relevant team leadership experience, including experience in the writing of job descriptions and performance monitoring.
  • A thorough knowledge of environmental and sustainable development issues and their impacts on key stakeholders, including governments, non-governmental organisations, the business sector and the general public.
  • Awareness of current initiatives and projects in the Central and Eastern European region and beyond.
  • Demonstrated diplomatic and negotiation skills, with a thorough understanding of international processes related to the environment and sustainable development.
  • Strong administrative skills.
  • Fluency in written and spoken English. Knowledge of a language from the REC’s beneficiary region, particularly Central and Eastern Europe, is an asset.
  • Good writing skills and computer literacy.
  • A high level of initiative and ability to work under pressure.

 

Education required

  • A university degree in environmental science, environmental management, economics or socio-political science. 

 

Terms of employment

  • The position is located in Szentendre, Hungary, at the head office of the REC.
  • The assignment is initially for a one-year term, with the possibility of extension.
  • The selected candidate will be expected to reside in Hungary for the duration of the contract, with extensive travel in the region and beyond.
