£66,000 - £74,000 p.a. (dependent on skills and expertise) - Band E London SW1
£60,600 - £68,400 p.a. (dependent on skills and expertise) - Band E Glasgow

Specific Minimum Qualifications and Expertise

Essential:

  • Expertise in leadership of a team of 15+ staff in a policy implementation environment
  • Excellent stakeholder management, communication and influencing skills at a strategic level
  • Expertise in policy development and working with legislation
  • Expertise in establishing project management and governance frameworks for projects worth over £1 million
  • Strong track record of delivery against challenging deadlines for projects worth over £1 million
  • Proven ability to make decisions with financial implications of over £1 million
  • Business degree or related degree or equivalent professional experience

Desirable

  • Sound knowledge of the Government’s climate change programme and future policy objectives

Purpose

  • To lead Ofgem’s work on the implementation of the Government’s new low carbon programmes (including major changes to existing programmes). This is expected to include changes to the Feed in Tariff and Renewables Obligation, and the implementation of the Northern Ireland Renewable Heat Incentive (RHI) and changes to the Great Britain RHI
  • To develop and apply successful strategies for influencing government on the design of their new low carbon programmes
  • To work with government so that the legislation governing the new low carbon programmes meets Ofgem’s requirements for the administration of the new schemes
  • To put in place the appropriate governance, project management and reporting structures for the oversight of the new low carbon programmes
  • To lead on Ofgem’s work setting up the systems, procedures and resources required to operate the new programmes, including consulting with stakeholders about the proposals for the administration of the schemes, preparing guidance for participants, preparing internal procedures, and overseeing the liaison with our IT team for the delivery of the related IT systems.

Key Outputs and Deliverables

You will be responsible for leading a team which will deliver the following outputs and deliverables for the new schemes:

  • To liaise with government on the policy proposals and on the drafting of the legislation that will govern the new schemes to ensure that they can be effectively administered and that we are not exposed to risks which we are not comfortable with
  • To draft the appropriate sections of Ofgem’s response to the Government consultations
  • To lead the option analysis (cost/benefit assessment) for the design of the administrative processes and systems for the new low carbon programmes
  • To develop an efficient and effective design for the administration for each of the government’s new low carbon programmes
  • To set up an implementation plan for each of the government’s new low carbon programmes
  • Produce the appropriate consultation papers on the administration of the programmes
  • Finalise the guidance documents in accordance with the SI laid before Parliament and the responses to the consultation
  • To work with stakeholders to ensure that the appropriate systems are put in place to operate the schemes effectively, ensuring compliance is adequately monitored and enforced
  • To work with government so that the potential for double counting and fraud more generally across the different low carbon programmes is eradicated as far as possible, and to ensure adequate fraud prevention and detection measures are built into our systems and procedures
  • To ensure the development of the information systems for the low carbon programmes meet Ofgem’s business needs and are delivered on time.
  • To scope and develop proposals for implementing new low carbon programmes as agreed
  • To manage key stakeholders, including key government clients and industry groups

Key Stakeholder Relationships

External

  • DECC, HMT, Scottish Government, DETI, NIAUR
  • Industry participants – electricity suppliers, electricity generators, operators of low carbon technologies, trade associations

Internal

  • Legal on the drafting of the statutory instrument and guidance documents
  • Environmental Policy and Environmental Programmes on the design of the different low carbon programmes
  • IT on the design of the databases
  • Finance to manage the budget
  • Audit committee

Key Accountabilities

  • To lead Ofgem’s team working on the development of low carbon programmes
  • To ensure that Ofgem will be in a position to administer the low carbon programmes by the start date proposed
  • To manage the internal budget for the team
  • To manage 2-5 direct reports, and a total team of 20-30
