Specific Minimum Qualifications and Expertise

  • Graduate or equivalent

Proven expertise in:

  • Leadership of a substantial, wide-ranging policy programme, with a record of ensuring the delivery of high quality, well thought through analysis
  • Line management of policy staff, developing their skills
  • Leadership of cross-disciplinary project work
  • Analysis of complex consumer policy issues, with the ability to tease out key issues and identify and develop a consumer-centred perspective
  • Building own understanding of new policy issues in a short time period
  • Influencing colleagues and external decision-makers at a senior level, with the ability to engage in robust and constructive debate
  • Building strong networks and relationships with a wide range of external stakeholders
  • Range of evidence-gathering techniques to develop new insight
  • Tailoring written and oral communication to different audiences, both engaging experts and making complex issues simple for more general audiences.

Purpose

The purpose of this post is to provide leadership of Ofgem’s consumer policy work:

  • Maximise the effectiveness of Ofgem’s consumer policy programme, so that it focuses on the right issues, analyses them in a high quality way and articulates the findings effectively
  • Develop Ofgem’s strategic understanding of consumer policy issues, for current and future domestic and business customers, in the energy sector
  • Enhance Ofgem’s awareness of consumer policy developments in other sectors and countries, so that we learn lessons
  • Enable Ofgem to demonstrate that policy development has fully considered the interests of consumers
  • Build effective relationships with other organisations active in this area and ensure that Ofgem is able to learn from their insight
  • Provide a point of expertise in Ofgem on consumer policy

Key Outputs and Deliverables

  • Lead the team working on consumer policy, so that it produces high quality work
  • Ensure the team achieves impact inside the organisation by influencing how colleagues consider policy issues and taking organisation-wide responsibility for some matters
  • Develop Ofgem’s understanding of the policy impact of issues affecting present and future consumers – this covers both business and domestic consumers, including a particular emphasis on those who are most vulnerable
  • Ensure that this understanding is taken into account in relevant policy-making across Ofgem, for example preparing fact sheets, briefings, running seminars, providing policy advice, and bringing expert insight to internal discussions
  • Build a network of relationships with relevant consumer groups, government bodies, regulators, academics, not for profit institutions and other stakeholders, ensuring that Ofgem benefits from the insight of others
  • Represent the organisation in a variety of settings and enhance Ofgem’s external positioning (e.g. networking, publications, hosting debates)
