Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the UNEP, DRC, Regional Office for Europe (ROE) at the Moscow duty station. Under the general guidance of the Regional Director, ROE, the incumbent will: 1. Provide policy guidance to the Regional Director in the development and implementation of: Strategies and policies of relevance to the Russian Federation; Programmes and divisional/departmental policies and procedures. 2. Plan and oversee the management of activities undertaken by the Office; Ensure that substantive Programme of Work and programmed activities are carried out in a timely fashion; Coordinate the projects in the Unit/Section, in liaison with other organizations of the UN System, donors and agencies as appropriate. 3. Contribute to the reporting to governmental bodies on budget/programme performance and on programmatic/substantive issues; Ensure that the outputs produced by the office meet required standards and are in compliance with the relevant mandates and that reports are clear, objective and based on comprehensive data. 4. Provide substantive inputs to events such as UNEP’s Governing Council, the Global Ministerial Environmental Forum; Multilateral Environment Agreements; Advise the Regional Director and UNEP management on critical and emerging environmental issues in Russia including legislation, related research, policy developments and advocacy. 5. Provide advice on all aspects of cooperation with the Russian Government authorities and other partners in the Russian Federation; Establish and/or strengthen partnerships with the government and non-government actors. 6. Prepare inputs for the Programme of Work of UNEP in the Russian Federation, determining priorities, and proposing/requesting allocation of resources for the completion of outputs and their timely delivery. 7. Carry out programmatic/administrative tasks: Prepare budgets, assign and monitor performance parameters and critical indicators; report on budget/programme performance; prepare inputs for results-based budgeting; recruit staff taking into account geographical and gender balance and other institutional values; evaluate staff performance; manage, guide, develop and train staff under his/her supervision; foster teamwork and communication among staff in the office and across organizational boundaries. 8. Represent the Organization at inter-agency meetings, seminars, on substantive-related issues; Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue; Hold programmatic/substantive and organizational discussions with representatives of other institutions. 9. Perform any other duties as may be assigned.

QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, natural or environmental sciences, international relation, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in programme/project management, administration (budget, human resources management) preferably in the field of environment or related field of which five years should be at the international level. Experience in management and diplomatic negotiations an asset.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Russian is required. Knowledge of another UN official language is an advantage.

Other Skills
Excellent computer skills (Microsoft Office, email, internet) are required.
