Background

Development Project Funded (DPF Post):
 
UNDP, UNDESA and the Ministry of Economy & Planning in Saudi Arabia have recently launched the first phase (2011-2013) of a six-year (2011-2017) Sustainable Development Policy and Planning initiative aimed at supporting implementation of the 9th National Development Plan (NDP; 2010-14), developed in past years with UNDP and UNDESA support.
While the Kingdom of Saudi Arabia has registered significant progress on development indicators in past years, a key focus for the Government and this project is on the need to ensure sustainability of development results. As such the new project on Sustainable Development Policy & Planning focuses on three major outcomes:
  • Mainstreaming sustainability into development policy
  • Green economy strategies
  • Social empowerment.
The Green Economy Advisor will serve as the lead advisor to achieve results under outcome two of the project, as part of a large project team made of several senior advisors connected to each outcome. The incumbent will be supported by a large team of short-term consultants for achieving the results noted below. The project is overseen by a senior team in the Ministry of Economy and Planning, led by the vision of the Minister and the regular guidance and direction of the Deputy Minister and the Vice Minister for Planning.
 
A key focus of the project is on developing strategies and partnerships to benefit from green economy approaches to growth, with special focus on economic strategies to expand the market for clean technologies as a new added-value high technology aspect of competitiveness and economic growth, and the opportunities from clean technology and green investment in sectors such as energy, water, mining, buildings, transport, and waste. This is seen as a way of generating new growth; value added knowledge-based economy, creating green jobs, and increasing competitiveness.
 
A key reference for activities will be the global green economy strategies and partnerships being forged by UNDESA, UNDP and other entities in the lead up to and following the 2012 UN Conference on Sustainable Development (UNCSD). Global investments into the green economy reached a record market capitalization in 2010 of $386 billion, led by emerging economies and as the largest economy in the Arab region and its sole member in the G20, scope exists for Saudi Arabia to likewise engage in this trend.

 

Duties and Responsibilities

The Green Economy Advisor will serve as the top advisor to UNDP and to the Ministry of Economy and Planning in the Kingdom of Saudi Arabia on matters related to green economy. The incumbent will provide strategic advice on formulation of a green economy strategy, engaging global best practices and making connections to UNDPs global network of green economy lessons learned. The incumbent will report to the UNDP Deputy Resident Representative, as primary supervisor; and to the National Project Manager as secondary supervisor, liaising through the latter with the Ministry of Economy and Planning.
 
Key Result 1:     Assessment of Green Economy Opportunities 
  • Analysis of global trends in green economy with focus on clean technology investments and fiscal instruments to generate efficient use of energy, water, mining, building, transport, waste.
  • Market analysis of scope for green economy in Saudi Arabia including economic growth potentials in specific sectors such as energy, water, building, mining, transport, and waste.
  • Market analysis of scope for growth of green procurement and environmental goods &services.
  • Assessment of clean energy technologies development/transfer, market barriers and finance.
  • Workshops with public/private sectors to explore potential of green economy in generating new high-value added opportunities, green jobs, and improved economic competitiveness.
  • Publication of a Green Economy Report.
Key Result 2:     Green Economy Strategy and Pilot Projects 
  • Design Green Economy Strategy based on assessment of opportunities for economic growth and competitiveness, and consultations with relevant stakeholders, public and private.
  • Develop policy recommendations for overcoming market barriers to expansion and commercialization of clean technologies including market-based economic incentives and green finance mechanisms.
  • Engage leading green investors for generating pilot projects in specific sectors such as energy, water, building, transport, mining, and waste and conduct series of workshops on public-private partnerships and green investment.
  • Develop policy recommendations for testing, standardization, and certification of clean technologies, especially renewable energy.
  • Training on green economy market based policy instruments and best practice models of finance and technology transfer practices
 Key Result 3:     Global Partnerships and South-South Cooperation for Green Economy 
  • Assessment of south-south cooperation potential in clean technology and green finance with leaders like China, South Korea, India.
  • Support to dialogues with south partners to share green economy models and experiences.
  • Support participation in global green economy forums to exchange best practices and build opportunities for cooperation.

  • Demonstrates strong quantitative skills and the ability to carry out high quality green economy research, including statistical analysis
  • Possesses proven ability to analyze green economy topics from a global perspective, with the ability to offer practical policy advice on = issues based on local realities.
  • Uses Information Technology effectively as a tool and resource  
  • Keeps abreast of new developments in the area of green economy theory and practice and seeks to develop him/herself professionally

 

Required Skills and Experience

Education:

  • Masters degree in Economics, Environment or related fields.

Experience

  • At least 10 years working experience in analysis and formulation of sustainable development or economic strategies and policies, and considerable knowledge of green economy frameworks and global trends. 

Language:

  • Fluency in written and spoken English.
  • Knowledge of written and spoken Arabic an advantage.
