Description

Unit UNDP / GEF is an integral part of the Energy and Environment Group (EEG) in which it ensures that the global environmental issues are integrated into the overall portfolio of UNDP activities. Unit UNDP / GEF is organized by areas of intervention, with a chief technical adviser / senior as team leader within each focal area. Each Principal Technical Advisor / Senior supervises a larger team of Regional Technical Advisers (RTAs) and portfolio managers regionally based, which in turn support the country offices of UNDP and partners in their area of intervention in their country respectively. The role of portfolio manager in Climate Change - Adaptation (CC GP-A) is to support partner projects / programs, primarily the country offices of UNDP but also other UN agencies, governments and agencies intergovernmental bodies, NGOs, donor co-financing, etc.. in providing decisive, effective and high quality service development and implementation of projects in the GEF focal area Climate Change - Adaptation.
The portfolio manager of Climate Change - Mitigation (GP CC-A) will work under the supervision of the Regional Technical Advisor UNDP / GEF Climate Change - Mitigation and under the overall supervision of Chief Regional Practice EEG.
 
Depending on the workload in different areas of intervention in the region, the main focus area of GP-A CC may change.

 

Duties and Responsibilities

The team UNDP / GEF in Dakar is part of the Practice decentralized Energy and Environment, which is located in the Sub-regional Office for West Africa and Central Africa based in Dakar. It serves 26 countries in West Africa and Central and covers the following areas of intervention of the GEF International Waters (IW), Climate Change - Mitigation (CC), conservation of biodiversity (BD), land degradation ( LD) and capacity building / Climate Change - Adaptation (CDAC).
The portfolio manager of Climate Change - Adaptation is responsible for:
Identification and Development Project
In the region of West Africa and Central and within the Team Climate Change - Mitigation, at all stages of project and programming cycle of the GEF and by manual programming of UNDP / GEF The portfolio manager in Climate Change - Mitigation is responsible for:
• Supporting the RTA CC-CDAC in identifying and developing project ideas for entry into the pipeline of UNDP / GEF following overall strategic priorities for the region identified by UNDP,
• Assist in providing timely quality information and technical advice on policies and activities of the GEF to country offices, executing agencies, governments and other partners to facilitate project preparation;
Assist in coordinating the design, preparation, submission and approval of project proposals (PFI) and requests for funding for project development (PPG);
• Sketch, revise, finalize and help editing project documents for submission to donors;
• Manage correspondence and communications with country offices and partners
• Identification and provision of technical expertise and support including assistance in the preparation of TORs, identification and evaluation of experts and the review reports;
Liaise with agencies and institutions of potential financing.
Supervision and support the implementation of projects
• Support to launch the sub-contracting and the start of projects including establishment of indicators, benchmarks and work plans;
• Support the RTAs in the supervision, implementation, monitoring, evaluation, review and adaptive management of approved GEF projects;
• Operate as a trainer for the Country Office, supporting the EFPs spots for urgent, urgent, complex and / or specific;
• Maintain information systems projects and the portfolio. Strategic planning, partnerships, mainstreaming, and liaison with other agencies and partners
• Support in establishing and maintaining contacts with other agencies for implementation and execution of GEF, donors, NGOs, private sector, scientific institutions and others to build partnerships, synergies, coordination and strategic cooperation and avoid overlap, duplication or conflict between different actions;
• Participating in global retreats, retreats by practice, the regional strategic planning, etc.. ;
• Participate in dialogue inter-domain response, the definition of a common strategic vision, integration, programming and other forms of collaboration within the regional team;
• Assist in keeping the Regional Team informed of trends and problems identified in their focal area and region / sub-region.
 
Production, management and sharing of knowledge
Within the Team Climate Change - Mitigation, contributing globally and regionally to one or more of the following as the annual work plan agreed:
• Review, comment on and seek to improve the technical quality of project submissions;
• Assist in the evaluation, coding, synthesizing lessons and stimulating the ownership of good practices and knowledge, including the development of resource kits and other knowledge products;
• Develop and implement a plan for training staff (5%).

• Strong interpersonal skills and communication, commitment and teamwork with various disciplines;
• Commitment to support effectively the work of country offices of UNDP;
• Skills in facilitation and coordination, entrepreneurial spirit and demonstrated ability to work independently;
• Strong analytical skills, writing, communication and awareness;
• Control of information technology, technical knowledge of e-presentation and ability to work with applications based on the WEB online;
 
• Excellent writing skills and presentation skills and communication, oral and written ability to explain complex issues to UNDP staff and external partners

 

Required Skills and Experience

• A higher university degree in environmental science, environmental management or related field;
• At least 5 years relevant experience in the field of climate change in countries undergoing development (preferably in the region of West Africa and Central);
• Proven experience in development, implementation and project management;
• Experience in an international organization would be an advantage, as well as knowledge of policies and procedures of UNDP.
• Previous experience with GEF mechanisms would be a plus;
• Experience the process of developing policies related to environmental issues and sustainable development;
Fluency in French and English is required (written and verbal) and writing skills, presentation and communication.
