Description

The Environment Service has an exciting opportunity for an experienced Geospatial Data Scientist (Environment) to act as technical lead on the delivery of analytical and presentational work packages, providing high quality information, intelligence and analysis to support Environment Service activities. Reporting to the Head of Environment this role will contribute to the delivery of information that routinely monitors and describes the natural, historic and cultural landscape of Norfolk. Through the analysis and interpretation of information, the role will provide information to support the setting of targets and priorities to monitor and understand the contribution NCC makes to the achievement of positive outcomes for the environment.

The Environment Service supports Norfolk County Council’s response to climate change via the Norfolk Environment Policy and the Defra 25 Year Environment Plan. Work is delivered through significant and high-profile partnership working with diverse stakeholders and management of a complex mix of human and financial resources. Project elements range from high-level, high-value strategic initiatives to small-scale works in collaboration with local communities and volunteers.

To assist with our ambitious plans, we are looking for a highly experienced and motivated professional to provide robust, timely and accurate analysis and presentation of spatial data assets to support the work of the NCC Environment Service. The Environment Service uses an evidence-based decision-making process to deliver its activities; high quality data, effective analysis and presentation are key for effective management, to identify potential problems and plan for the future. Using complex data in an imaginative way and delivering a high-quality public interface is essential to the role.

This role will lead the GIS element of our work on major projects and support the development of systems of shared intelligence across Environment, other NCC departments and partners. They will be responsible for providing guidance and solutions to satisfy project requirements, ensuring adherence to existing processes, and developing and improving our digital public interface. They will have the ability to influence and persuade senior stakeholders in the benefits of identified solutions and will assist the Head of Environment in the wider and longer-term strategy for GIS and the team.

Substantial experience of leading analytical projects is essential, as is a flexible approach to collaborative working with a calm and positive approach to problem-solving. The post requires strong interpersonal skills and a focussed delivery of the priorities identified in the Norfolk Environmental Plan.
