POSITION SUMMARY

The GEF/GCF Grants Manager will support the Director of Grants Management in managing the grant-making function of the Cl­ Global Environment Facility (GEF) Project Agency and the Cl Green Climate Fund (GCF) Agency with a portfolio of $98 million and several other projects in the pipeline. While this position will support grants management for Cl's GEF and GCF Agencies, the majority of time (75%) is expected to be spent in supporting the GEF Agency initially with GCF support increasing as the portfolio grows.

The Grants Manager will perform day-to-day grants management duties. The employee will ensure that all financial and administrative aspects of grants management are performed efficiently and to a high standard of quality, including review of grantees' proposed budgets .and quarterly financial reports; grant start-up and close-out process; grantee training; review of audits and in-depth desk reviews and financial site visits. The Grants Manager will help ensure that their portfolio of grants complies with institutional policies and GEF/GCF requirements, with an emphasis on oversight of financial reporting, risk management and compliance.

The Manager will support the Director in reviewing financial reports and maintaining up-to-date project information in SharePoint, Business World (Enterprise Resource Planning software) and ConservationGrants (Salesforce Grants Management Platform). The Grants Manager will register all grants in Business World and manage ConservationGrants. The Grants Manager will be a member of the CI-GEF and GCF Project Agencies, along with two other Grants Managers, and will report to the Director of Grants Management.

The employee will also support the development of financial and operational components of funding proposals for multi-year, complex projects to the GEF and GCF ranging from $50,000 to $35 million.

RESPONSIBILITIES 

Grant-Making Management Support and Risk Compliance 

  • Review all financial reports, provide first round of comments to the Director of Grants
  • Management and update quarterly report tracker for projects under the Project Preparation
  • Grant (PPG) for GEF projects, Project Preparation Facility (PPF) Stage for GCF projects and Full Proposal Stage
  • Provide guidance to grantees in developing multi-year budgets
  • Review Yearly Project Budgets and Procurement Plans
  • Conduct Capacity Assessment of Grantees and coordinate Financial Due Diligence with the Grants and Contracts Unit (GCU)
  • Draft grant agreements, amendments and support in the closing out process of grants.
  • Provide support and lead Financial Site Visits to grantees internationally
  • Manage the registration and maintain all grant-related entries into Cl's Enterprise Software Application, Business World and Conservation Grants, including project creation, vendor
  • creation, contract creation. and, filing of quarterly reports and quarterly cash transfer requests.
  • Maintain all grant files and records on the CI-GEF/GCF Agency's SharePoint site as needed
  • Lead kick-off meetings to go over the grant agreement, CI-GEF/GCF expectations, procurement policies, and financial templates with grantees
  • Support in the creation and revision of CI-GEF/GCF grant-making policies/procedures/templates
  • Support with any grantee training/onboarding.
  • Participate and support the Director in meetings with other divisions to assure coordination in
  • best practices for Grants Management
  • Support the Director in assuring grantees meet the compliance requirements of the GEF and GCF

Portfolio Tracking and Reporting 

  • Help maintain timely and accurate information entry into Cl's fundraising -software (Raiser's Edge)

Operations 

  • Assist in the procurement process of the Agency especially in obtaining quotations, documenting the procurement process, filing of documents, vendor creation and payment initiation in Business World ERP for GCF project-related procurement
  • Other related duties as assigned by supervisor

WORKING CONDITIONS

  • Based in Arlington, Virginia, but may work remotely. Travel expected up to 20% of the time.

QUALIFICATIONS

Required

  • Bachelor's Degree
  • 2 to 3 years of experience in providing grants-management support
  • 4 years of relevant and transferable experience
  • Strong organization skills. Ability to prioritize and manage high volume and varied tasks and meet deadlines.
  • Resourcefulness and the ability to work proactively and independently.
  • Service focus. Courteous, tactful, and proven ability to work collaboratively and effectively with others from a variety of disciplines, cultures and backgrounds.
  • Excellent verbal and written communication skills
  • Strong work ethic and willingness to take ownership for wide-ranging responsibilities.
  • Strong computer skills and proficiency with Microsoft Office package and web researching skills

Preferred 

  • Fluency in written and spoken Spanish or French
  • Knowledge of the GEF, GCF, or similar multilateral donors
  • Affinity for environmental and conservation issues
  • Experience in monitoring and managing grantees, preferably using grants-management software
  • Experience in reviewing detailed budgets
  • Experience in interacting and/or reporting to donors, including public funding sources
  • Knowledge of Salesforce, Business World or similar ERP systems, Concur
  • Advanced skills in Microsoft Excel
  • Ability to manage multiple tasks in a fast-paced environment. Highly organized and self-motivated. Ability to work collaboratively across the organization.
  • At times, the position will require discretion and sensitivity in managing confidential information.
