Description

SPECIFIC DUTIES
The GEF Regional Coordinator / Task Manager will be coordinating the implementation of GEF projects in Solomon Islands and Vanuatu, to ensure that the projects are implemented in an effective, efficient and timely manner.
The specific duties of this position include, but are not limited to, the following:
GEF Project implementation and start-up
•Develop a work plan based on the objectives, results and activities identified in the Project Document
•Appraising and finalizing project implementation arrangements, including ESMS
•Assisting project management to develop TORs and advising on the selection of experts for implementation
•Advising on and participating in project start-up workshops.

Technical supervision
•Ensures project monitoring, evaluation, and oversight requirements are met, thus ensuring the portfolio of projects under implementation is progressing towards results, and identifying adaptive measures necessary
•Conducting at least annual supervision missions (ensuring technical, financial management and procurement compliance, including ESMS) and file full supervision reports in accordance with GEF standards on project execution progress.
•Briefing operational focal points on project progress
•Providing technical guidance, as necessary, for project implementation including procurement, financial management and ensure alignment with AE policies
•Undertaking the mid-term review, including possible project restructuring
•Regular communication with Project Management Units, Project Managers, Chief Technical Advisors, and other relevant stakeholders
•Ensures IUCN Environment and Social Management System (ESMS) screening, identifying main risks and potential mitigation measures, coordinate any required environmental and social impact assessment
•Ensures project cycle timeline is shortened as much as possible by identifying potential risks and overcoming them by proposing relevant solutions

Administrative Oversight
•Reviewing and approving disbursement requests to the Executing entities/vendors and reviewing financial reports
•Overseeing the audit process throughout the project life cycle
•Overseeing the preparation of the required reports for submission to the GEF Secretariat
•Work closely with IUCN ORO Financial Team to manage the project budget and expenditure authorizations in accordance with IUCN’s financial management systems and procedures Preparing periodic revisions to reflect changes in annual expense category budgets
•Ensure regular and reliable Project Portal information compliance
•Represent ORO in meetings and events as required

Project closure
•Preparing project closing documents for submission to GEF Secretariat
•Preparing the financial closure of the project for submission to GEF Secretariat
•Reporting and evaluation
•Overseeing the preparation of the Project Completion Report / Independent Terminal Evaluation, submitting the report to the GEF Secretariat
