Background

Lake Chad

The project covers the Lake Chad basin (966.955 km²), Africa’s fourth largest lake, located in Western and Central Africa. The Lake Chad Basin (LCB) has been facing recurrent droughts during several years caused by a general decline in rainfall. Degradation of the vegetation cover in the basin has led to drastic changes in the environmental conditions. The impacts of climate change on the lake biotope are alarming, as this vital water body could disappear, its surface area having decreased by 90% over a 45-year period. Under the Transboundary Diagnostic Analysis seven transboundary environmental problems were identified and need to be addressed jointly by the LCBC member states and the international community, if the degradation trends are to be reversed. These concern (i) the variability of the hydrological regime and fresh water availability; (ii) the increase in water pollution; (iii) the viability of biological resources and the loss of biodiversity; (iv) the loss and modification of ecosystems; (v) the sedimentation in rivers; (vi) and aquatic invasive species. This situation has led to continuing decline in local access to water, crop failures, livestock deaths, collapsed fisheries and loss in wetlands services. The socioeconomic consequences of the impacts include food insecurity, loss of livelihoods and declining health status of the population

UNDP is currently supporting the development and submission, to the LDCF, of a project proposal titled “Improving Lake Chad management through building climate change resilience and reducing ecosystem stress through implementation of the SAP”. 

The expected outcomes of this project are:
  • A strengthened LCBC develop and implement policies, identify priority investments, and improve basin-wide monitoring, towards an integrated ecosystem-based lake basin management approach;
  • Legal, policy and financial instruments established at national level and harmonised across countries for greater water availability and effective conjunctive management of surface and groundwater resources and related ecosystems;
  • Capacity of national ministries, institutions and other stakeholders (e.g academia, civil society) strengthened to support the development /updating of policy and identification of priority investments leading to better water and ecosystem management;
  • LCBC and member States operating and utilising data and information from Management Information System for effective and sustainable Land Water, and Biodiversity Resources management;
  • LCBC, national governments and local communities gain practical experience and ‘proof of concept’ validation on sustainable ecosystem management and alternative livelihoods;
  • Assessment of stress reduction and livelihood strengthening activities identified in the SAP leads to a broad investment programme to further assist SAP implementation.

The GEF council has approved the PIF on the 19 June 2013. With the aim of developing and submitting to the GEF the detailed Full Project Document (FPD) and the Request for GEF CEO Endorsement, UNDP Country Office is seeking the services of a GEF International Water Projects Development  Consultant.

 

Duties and Responsibilities

The GEF International Water Projects Development consultant selected  will be working with the International Waters Regional Technical Advisor (RTA) of UNDP/GEF in UNDP Addis Ababa Regional Center, reporting directly to the UNDP/GEF Regional Technical Advisor. He/She will be responsible for developing the UNDP Project Document and the FSP request for GEF CEO endorsement by using the appropriate templates. Task that the regional/international consultant is responsible for may include, but not limited to:

  • Validate project’s problem and barrier analysis;
  • Help determine the project’s system boundaries and scope;
  • Define the logical framework, work plan and budget for the project;
  • Clarify the additionality of proposed outcomes and activities
  • Identify potential Environmental and Social risks and determine mitigation options;
  • Design Knowledge Management and M&E component (including learning mechanisms and impacts indicators);
  • Develop the project’s replication and exit strategy (sustainability); and
  • Help build partnerships and mobilize resources.
  • Develop the project’s sustainability strategy;
  • Demonstrate cost-effectiveness of the project’s interventions
  • Propose co-funding and financing plans;
  • Stimulate partnerships and help mobilize resources; and
  • Develop the FSP Request for CEO Endorsement and UNDP Project Document.
  • Review all comments received on the drafts PIF and PPG and finalize the documents for final approval of GEF Secretariat; 
  • Undertake any other duties that will ensure successful execution of this consultancy.

Required Skills and Experience

Education:
  • Master degree, (Preferably PhD) in environmental, natural or social sciences from a recognized university;
Experience:
  • A minimum of 7 years proven international experience with GEF International Waters project development;
  • Knowledge and experience with the GEF project development cycle, including the formulation of GEF and UNDP Project Documents;
  • Knowledge of GEF strategy in International waters for GEF-5;
  • Experience in African countries,specifically in Lake Chad Basin Countries.
Language Requirements:
  • Excellent knowledge of English including writing and communication skills;
  • Good knowledge of French.

Evaluation Method:
  • Only those applications which are responsive and compliant will be evaluated;
  • Individual consultants will be evaluated based on a combined scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical skills and competencies (70%), financial proposal(30%).
