Description

Under the direction of the Director of the IUCN Centre for Mediterranean Cooperation (IUCN-Med), and under the supervision of the Convention Steering Committee, the incumbent will hold the position of Fund raising officer for Mediterranean marine research.
S/he will be responsible for identifying, securing and, if appropriate, managing funds for research in the Mediterranean region concerning (1) marine mammals surveys and (2) canyons and seamounts.

This is a senior-level position with a regional (Mediterranean and Black Seas) reach. S/he will be responsible for delivering the following functions:

1. Initiating, conceptualizing and developing of a portfolio of projects for marine research concerning marine cetaceans surveys and deep sea (canyons and seamounts) in the Mediterranean through contacts with regional and international experts or relevant scientific bodies

2. Identifying and create a database of potential donors (international and regional programmes and funding mechanisms, cooperation agencies, foundations, private sectors, etc.)
3. Develop a funding strategy based on identified needs of funding for the regional or sub-regional levels, or even local for deep sea structures

4. Negotiating with potential donors and preparing relevant project documents for securing funding

5. Assisting in the implementation of projects by organising the different partners and coordinating the technical and human resources

6. Conceptualizing and designing additional projects, initiatives or activities in response to requests from countries, to be implemented nationally or locally
7. Liaising with external partner organizations, governments and other stakeholders, including the media, and represent the Convention partners in national, international and inter-governmental processes, as appropriate

8. Assisting in the development a communication and information plan related to the preparation of the portfolio, its development and its results to respond to the needs of the donors and of the partners

9. Perform other duties as assigned by the Director and the Steering Committee of the Project Director.


Required competencies

Leadership: The incumbent will act as institutional focal point between intergovernmental and governmental policy processes established to devise long term strategic framework for marine research. S/he will represent the partners at high-level meetings, conferences, seminars, workshops and task forces, and participate in corporate initiatives to mobilize political support and raise funding.

Planner and organiser: The incumbent will prepare work plans, budget estimates and progress reports related to the programme. S/he will determine and establish the necessary operational structure for the implementation of the programme identified activities. 

Team Builder, Performer, and Developer: The incumbent is expected to provide clarity, focus and priority setting to teams or experts s/he is in contact with. In particular, s/he will be able to manage talent and innovation, provide feed-back that encourage performance and results. S/he will coordinate, manage and establish priorities of multi-disciplinary support teams. 

Negotiator and Communicator: The incumbent will maintain good working relations and communication with representatives from international or regional organizations, UN agencies, national governments, foundations and other stakeholders. S/he will prepare and deliver statements, official reports, presentations and press briefings reflecting partners’ corporate visions, images and strategic objectives. 
Integrity: The incumbent is expected to operate with integrity, honesty, openness and transparency.

Communication
• Excellent written and verbal communication in English and French, including the ability to write and speak convincingly and concisely to donors agencies or decision makers. 
• Working knowledge on other languages (Arabic and Spanish) an advantage.
