DUTIES AND RESPONSIBILITIES

Under the general supervision of the Director, Forestry Economics Division and the direct supervision of the Chief, Forestry Policy Service, will plan and implement programmes which contribute to strengthening the capacity of forestry institutions to effectively provide services to forestry stakeholders in support of sustainable forest management. In particular, the incumbent will:

  • provide technical assistance to member countries to strengthen their institutional capacity in forestry;
  • analyze the institutional arrangements through which countries implement their forest policies and propose measures to adapt their institutional settings to policy changes, emerging issues and current development needs;
  • promote the consideration of issues related to institutional capacity building in the formulation and implementation of forest policies;
  • provide technical support to national forest programmes in order to enhance institutional capacity to provide services in forestry;
  • promote participatory and gender-sensitive approaches to the provision of services by forestry institutions;
  • participate in developing methods and tools for enhanced cooperation and institutional networking with agriculture, livestock and other relevant sectors in order to increase the sustainability of forestry activities;
  • participate in the identification, formulation, monitoring and provision of technical backstopping to field projects in the area of institutional capacity building;
  • maintain close contacts and coordinate activities with other FAO units and international organizations and agencies active in institutional capacity building;
  • develop training material and participate in the conduct of training workshops;
  • contribute to resource mobilization to support the programme;
  • perform other duties as required.

 

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University Degree in Forestry, Forest Administration, Public Administration or related field
  • Five years of relevant experience in international forestry development which included work in capacity building of forestry institutions, institutional analysis. participatory forestry and in developing countries
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of relevant experience in institutional analysis, capacity building and participatory approaches in forestry
  • Extent of relevant working experience in developing countries and regional/international programmes or organizations
  • Demonstrated ability to initiate, plan, monitor and evaluate programme activities
  • Extent of experience in organizing and coordinating technical meetings and training workshops
  • Quality of both oral and written communication skills
  • Demonstrated ability to work within a team environment

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 94,072 US$ 121,060 (without dependants) and from US$ 100,780 to US$ 130,154 (with dependants)
