BACKGROUND
JOB DESCRIPTION
FLR Assessments:
Under the overall supervision of the PACO Regional Forest Program Coordinator for West and Central Africa, the Project Officer will have the following specific responsibilities:

• Assume overall responsibility for facilitating the timely and quality delivery of national and sub-national assessments of restoration potential (and any directly related elements of analytical work) in close collaboration with colleagues and implementing partners in focal PACO countries;

• Provide quality assurance in terms of the strategic direction, intended outputs and deliverables, membership and skills profile of multidisciplinary teams tasked with assessing forest landscape restoration opportunities at the national and sub-national levels

• Collaborate with national and regional colleagues and partners, as well as in-country assessment teams, to define and actively manage critical pathways for the uptake of assessment findings, ensuring the relevance of assessment outcomes and their integration into domestic policy processes and programs, for example Bonn Challenge commitments

• Coordinate with assessment team members and other colleagues on the use of:
- GIS spatial analysis
- Land use & economic modeling, including carbon mitigation potential
- Participatory mapping exercises & validation workshops;
- Examination of enabling policies and institutions
- Approaches for unlocking investment opportunities
- Systems and approaches for monitoring of early adoption and delivery of results and impacts, and
- Other tools to be developed

Technical assistance, knowledge generation and analytical work

• Provide specific technical assistance to project partners and colleagues to ensure the achievement of targets, results and deliverables on time and with high quality.
• Promote exchange of technical information among projects.
• Be proactive in seeking and delivering innovative solutions and technical information to project partners and colleagues.
• Engage with national and international organizations to leverage the results and deliverables of the projects.
• In collaboration with the Regional Forest Program Coordinator and other PACO Forest Program staff, develop and support the capture and sharing of project related knowledge to ensure the timely and quality delivery of knowledge products for specific audiences and other project outputs.
• Ensure effective information flow between all those engaged in or affected by project implementation.
• Establish files to ensure that all project information is appropriately documented and a communications schedule to update stakeholders including appropriate staff on the progress of the projects.
Project management and implementation

• Create detailed work plans, budgets and schedules for successful project development and implementation;
• Ensure that project activities are on-time, on-budget, and on-track for contributing to the achievement of the projects’ objectives and contractual obligations as well as the IUCN-PACO Forest Program programmatic objectives;
• Coordinate and monitor the administration of project budgets and work plans according to approved external contracts and internal agreements, work plans, internal procedures and policies, and donor requirements.
• Prepare financial and technical reports and supporting documentation for funders as outlined in funding agreements;

Other responsibilities

As requested by the PACO Regional Forest Program Coordinator, the Project
Officer shall:
• Represent IUCN on forest issues at strategic, political and technical meetings, seminars and other events and processes.
• Support the Forest Program activities by researching and synthesizing information on particular themes and issues relevant to the work of the Program.
• Supervise additional staff, consultants and interns.
• Support our Country Project Office in delivering FLR projects, notably the implementation of Bonn Challenge commitments made by Government and other in-country actors. • Carry out additional tasks as may be requested.
REQUIREMENTS
  • Master’s Degree in a relevant discipline (land use, natural resource or environmental management, Social Sciences or other relevant academic field);
• At least 6 years of relevant professional work experience on relevant issues;
• Proven track record in coordinating multidisciplinary projects and team work;
• Ability to work effectively within a large decentralized workforce of professionals of different nationalities and to mobilize it towards common goals;
• Organizational experience, including a proven ability to work on a variety of tasks simultaneously, and to perform well under pressure;
• Fluent French and English. Knowledge of Spanish is an asset;
• Excellent interpersonal and networking skills, especially within team members and multi-stakeholder contexts;
• Effective communicator to a wide range of audiences and through a variety of mediums;
• Available for significant travel
