Background:

Bedford Borough Council is the Lead Local Flood Authority (LLFA) for the Bedford Borough area as defined by the Flood and Water Management Act 2010 and the Flood Risk Regulations 2009. We are able to provide an exciting opportunity for a graduate with professional experience to gain invaluable further experience in this continuously evolving new and exciting work area.

 

Numbered Lists: Please note all numbered lists start with the most important through to least important Output or Key Task.

Output 1

Finalise Local Flood Risk Management Strategy and associated assessments in compliance with section 9, Flood and Water Management Act (2010) adopted by Council’s Executive and partners.

Output 2

Implement SuDS Approval Body (SAB) procedures and policy ready for commencement of the SAB.

Output 3

Ensure that Bedford Borough Council is able to meet the technical responsibilities conferred on it by the Flood and Water Management Act 2010 and related legislation including the Flood Risk Regulations 2009

Key Task 1

To finalise development of a Local Flood Risk Management Strategy and associated assessments in accordance with the project programme involving public consultation, liaising with partners, briefings for elected members and gaining Executive approval.

Key Task 2

To project manage the implementation of procedures for processing, determining and adopting Sustainable Drainage (SuDS) applications as set out in the project plan.

In particular, this includes:

? Implementing the SuDS Approval Body (SAB) inline with the project plan

? Produce briefings, updates and reports for the project team on SAB provisions

? Manage the Assistant Flood Risk Officer to develop the SuDS policy document and to develop SuDS awareness information for the public

? To get the SuDS Policy document adopted by the Council’s Executive and all partners by April 2014.

Key Task 3

Manage the Strategic Environmental Assessment consultant to produce a SEA Environment Report and Habitat Regulations screening assessment (and appropriate assessment if required) and undertake a statutory public consultation on the assessments with the Local Flood Risk Management Strategy.

Key Task 4

Oversee the management of flood risk data and maintain and input GIS (ESRI) data.

 

Personal Specification:

Essential Selection Criteria 1 Weighting: 5

A relevant degree level qualification in a related field such as Environmental Sciences, Geography, Hydrology, Engineering (or equivalent).

Essential Selection Criteria 2 Weighting: 5

12-18 months demonstrable experience in flood risk management issues or similar field

Essential Selection Criteria 3 Weighting: 5

Proven experience of developing policy , writing reports and undertaking public consultations, able to synthesis and communicate key messages from complex information.

Essential Selection Criteria 4 Weighting: 5

Experience in managing project with multiple stakeholders using project plans, monitoring and reporting tools.

Essential Selection Criteria 5 Weighting: 4

Possess excellent organisational skills. The candidate should have the ability to make decisions on priorities of own workload, apply self-initiative and meet a strict framework of targets.

Essential Selection Criteria 6 Weighting: 4

Familiarity with various IT packages used in the preparation of reports and general office based duties including Microsoft Office and ESRI ArcGIS.

Essential Selection Criteria 7 Weighting: 4

Demonstrable attention to detail to ensure documents and data produced are coherent, accurate, appropriately formatted, and presented in a professional style.

Essential Selection Criteria 8 Weighting: 4

Must have the ability to work within a team and to engage with a wide variety of stakeholders - making use of strong interpersonal skills.

Essential Selection Criteria 9 Weighting: 2

Possess a valid UK driving licence and vehicle for business purposes or access to a vehicle insured for business use and driver/assistance.

Desirable Selection Criteria 1 Weighting:

Possess a relevant Masters Degree or similar postgraduate qualification in a relevant subject e.g. water management, water policy, flood risk management etc.

• A City and Guilds Professional Development Award (This is optional and can be agreed between the client and change agent).

• Three Core Learning Workshops run every quarter: Project Management, Communicating Sustainability and Assertive Communication among others.
We strongly encourage you to attend training events and provide for 3 days of training within your working hours to be agreed by both change agent and line manager.

NB: CHANGE AGENTS UK does not cover travel expenses to any workshops or training.
