Flood Risk Incident Management (Team Member 2)

Job Location: St. Melons, Cardiff

Job purpose

One of the key priorities for Natural Resources Wales it is to deliver and develop innovative flood risk management solutions, including working with communities to foster flood resilience. This post requires a confident communicator with the ability to influence people living at risk of flooding in Wales and to understand their flood risk and what actions they need to take.

We are looking to recruit a practical and motivated individual to take on this role in the Flood Incident Management team.

Job Specific Responsibilities

Delivering results

The successful candidate will help to deliver the Welsh Government’s priority to raise public awareness and preparedness for flooding and increase the number of people living in high flood risk areas who are more aware and prepared by 10,000 during 2014/2015.

Building strong stakeholder relationships

  • Work as an integral part of the south east area’s Flood Risk Management team to improve the service in the communities where we currently provide flood warning coverage as well as support and lead on local flood risk management initiatives in areas identified by the Communities at Risk Register.
  • Ensure accurate information on flood risk is available to the public and stakeholders through proactive engagement within communities across south east Wales.
  • Liaise with professional partners to ensure most efficient use of resources to promote flood awareness and engineering solutions at community level.
  • Work with existing community groups, specialist organisations and community leaders to help them understand, deliver and become ambassadors for our message through the development of community flood plans for the most ‘at risk’ communities. Through the use of community flood plans, our advice and guidance these partners will help us sustain this work as communities become more resilient and self-supporting in future.
  • Engage in towns and villages across Wales, listening and talking to individual householders and businesses about the risk of flooding and what they can do themselves to be more prepared and minimise the impact.

Developing people

  • The successful candidate will be recruited to the Flood Incident Management Team, and will also enter an integrated development framework within South East Flood & Coastal Risk Management wherein they will be provided with opportunities to contribute to the other FCRM teams.
  • A willingness to learn Welsh shall form part of the overall development programme the Flood Incident management Team provides.

Job Specific Requirements

  • A care about the environment and experience in speaking to the public face to face is desirable. The successful candidate must be extremely self motivated and well organised, have an approachable and friendly nature, and be able to communicate and engage with people, of all ages, backgrounds and levels within the community.
  • The issue of flooding and personal flood risk is a difficult issue for many people so the successful candidate must be able to demonstrate an ability to resolve such situations.
  • Candidates will possess organisational skills coupled with an innovative personal style. Successful candidates will need to be flexible and enthusiastic in order to meet the targets and deadlines of the team.
  • The successful candidate will also need to influence and persuade others and to use initiative and exhibit the ability to come up with innovative ways to raise public awareness and preparedness for flooding.
  • The ability to identify and build relationships with community groups, specialist organisations and community leaders is essential.
  • The successful candidate will need to be flexible about the hours worked as the position may require evenings and weekend working.
    o There will also be local travel, so a clean driving license is essential.

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at  Level 1 - The ability to use basic Welsh conversational phrases (eg “bore da” – “good morning”) and to pronounce Welsh place names correctly.

The successful applicant shall express a willingness to learn Welsh to Level 3 – the ability to communicate with confidence in Welsh in some work situations and which will form part of the overall development programme the Flood Incident management Team provides.

Status

This is a permanent, pensionable full-time appointment of 37 hours a week.

Salary

Starting Salary £21,748.00
