Background

The Flood and Water Management Act which received Royal Assent in April 2010 revises, modernises and consolidates significant elements of existing legislation covering flooding, land drainage, coastal erosion and reservoir safety. It also strengthens and extends existing flood and water legislation including implementing appropriate recommendations from the Pitt Review into the floods of 2007. The Act placed new duties and responsibilities on County Councils (and Unitaries) as ‘Lead Local Flood Authorities’ in managing local flood risk (from surface water, ground water and ordinary watercourses).

The purpose of this project is to assist the Council on the various matters it needs to address as required by the legislation. Reporting to the Flood and Water Manager, the role will involve developing and maintaining a process for reporting on flood incidents in the County and supporting any action resulting from these. It will also involve working with local communities as part of a Defra Pathfinder Scheme looking at Community resilience. It will also involve providing support in the deliver of key actions set out in the Northamptonshire Local Flood Risk Management Strategy.

Objective

The purpose of the role is to support the work of Northamptonshire County Council in meeting the legal requirements of the Flood and Water Management Act 2010 and related legislation including the Flood Risk Regulations 2009.
