I.M. Systems Group, Inc. (IMSG) (www.imsg.com), a Federal Government Contractor located in Rockville, Maryland is currently seeking to hire a Fishery Management Specialist to work at the NOAA National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF) located in Silver Spring, MD. This is a three (3) month contract with a possible extension.  The candidate will provide support to the Atlantic Highly Migratory Species Management Division.  Activities will include analysis of fishery science for management purpose; analysis of fishery legislation and regulations; and creation, review and clearance of Fishery Management Plans and related regulatory documents.

The Office of Sustainable Fisheries (OSF) is a Headquarters program office of NOAA’s National Marine Fisheries Service.  OSF works to manage fish stocks important to commercial, recreational and subsistence fisheries through guidance and support of Regional Offices and Regional Fishery Management Councils.  OSF also strives to facilitate effective communication between and among constituents.   The Atlantic Highly Migratory Species Management Division of the National Marine Fisheries Service manages Atlantic highly migratory species (HMS); including tunas, sharks, swordfish and billfish. Management of HMS requires international cooperation, and rebuilding programs must reflect traditional participation in the fisheries by U.S. fishermen, relative to foreign fleets. Along with the Magnuson-Stevens Act, U.S. fisheries management must be consistent with the requirements of other laws including the Atlantic Tunas Convention Act, Marine Mammal Protection Act, the Endangered Species Act, the Migratory Bird Treaty Act, and several other Federal laws.

Duties:

  • Assist in the development and implementation of the fishery management plan amendments, regulatory amendments, and related rulemaking documents, as appropriate.  Including, but not limited to:
  • Assist with development of draft Amendment 5 to rebuild scalloped hammerhead sharks.
  • Assist with drafting of white paper on swordfish open access commercial permit for Advisory Panel input.
  • Assist with development of proposed rule on swordfish permit.
  • Assist with development of proposed rule to implement Shark Conservation Act of 2010 and the Biological Opinion on smooth dogfish/shark fisheries
  • Assist with the issuance of permits in the HMS Exempted Fishing Permit program that authorizes the collection of Highly Migratory Species for public display, research, and other activities generally prohibited under the regulations at 50 CFR 635.
  • Answer phones and respond to constituent questions and requests, as necessary, and summarize Advisory Panel and other public input regarding any of the above objectives.

Qualifications:

  • Experience with Atlantic highly migratory species issues
  • Experience working with diverse groups of people to build consensus-based decisions. 
  • Ability to work in a fast-paced program with multiple concurrent tasks and often short deadlines.
