Under the overall supervision of the Executive Secretary and the day-to-day technical guidance of the head of the Compliance Section, the incumbent will provide technical support to the IOTC Secretariat on compliance-related activities.
In particular, the incumbent will:
• Participate in the collection and analysis of information pertaining to: participating Members’ activities compliance with IOTC Resolutions, in particular to the implementation of their enforcement programmes; as well as the activities of non-Contracting Parties and their vessels which might undermine the conservation and management measures of the Commission, including illegal, unreported and unregulated (IUU) fishing activities. • Participate in the maintenance of the IOTC Official Records (e.g., Record of Authorized Vessels; Record of Active Vessels, List of IUU Vessels; other databases containing information relevant to the compliance with IOTC Resolutions) and other such lists that may be approved by the Commission. • Contribute to the Secretariat’s response to reports on IUU activities, including facilitating the exchange of compliance information between parties and maintaining a regional database of infractions. • Participate in the establishment of a regional network of fisheries compliance officers, providing feedback and assistance with the implementation of measures adopted by the Commission. • Participate in the implementation of port State measures in the region, including, where necessary, provision of training in port inspection and other similar activities. • Support the implementation of observer programmes, including training and date report preparation for national and regional programmes related to enforcement activities. • Contribute to the preparation of reports to the Compliance Committee or as requested by IOTC Members, including maintaining the contents of relevant sections of the IOTC website. • Collaborate with counterparts in other regional fishery bodies on issues related to the harmonization and implementation of monitoring and control instruments. • Perform other related duties as required. * Appointment/Propmotion to this position is for duration of assignment only MINIMUM REQUIREMENTS Candidates should meet the following: • University Degree in Fisheries, Biological Science or a related field • Five years of relevant experience in the field of fisheries compliance including field experience • Working knowledge of English or French and limited knowledge of the other SELECTION CRITERIA Candidates will be assessed against the following: • Relevance of experience in the field of fisheries compliance including field experience • Depth of knowledge of tuna fisheries • Depth of familiarity with the Indian Ocean fisheries • Relevance of experience in database management • Demonstrated ability to exercise a high degree of initiative in field situations • Extent of supervisory skills Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds. * The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments
