Overview:
I.M. Systems Group, Inc. (IMSG) www.imsg.com is currently seeking to hire a Fisheries Habitat Specialist to provide EFH consultation for maintenance dredging in San Francisco Bay. With the distribution of American Reinvestment and Recovery Act (ARRA) funds, the number of federal actions requiring Essential Fish Habitat (EFH) consultation with National Marine Fisheries Service (NMFS) pursuant to the Magnuson-Stevens Fishery Conservation and Management Act (MSA) have increased significantly. This contract will provide support to NMFS Southwest Region Habitat Conservation Division staff to allow efficient and timely completion of consultations associated with ARRA funding. This position will be located at the NOAA NMFS Southwest Regional Office located in Santa Rosa, CA. | Duties:
- Analyze effects to EFH from maintenance dredging through review of EFH Assessments, review of scientific and grey literature, and additional available information and data and conduct additional data analysis as needed.
- Conduct/review spatial analysis of adverse effect of all individual maintenance dredging projects/areas for evaluation of cumulative effects.
- Draft text for programmatic EFH consultation for maintenance dredging, including description of action, action area, analysis of effects, and conservation recommendations.
- Attend all internal and interagency meetings to communicate with lead action agencies and plan for and review drafts of programmatic EFH consultation for maintenance dredging.
- Provide support to NMFS staff for EFH consultations requested for individual maintenance dredging projects, while programmatic EFH consultation is under development, and other coastal development projects.
- Analyze effects to EFH from shellfish culture through review of EFH Assessments, review of scientific and grey literature, and additional available information and data and conduct additional data analysis as needed.
- Conduct/review spatial analysis of adverse effect of all individual shellfish culture operations for evaluation of cumulative effects.
- Draft text for EFH consultation for shellfish culture, including description of action, action area, analysis of effects, and conservation recommendations.
- Attend all internal and interagency meetings to communicate with lead action agencies and plan for and review drafts of EFH consultation for shellfish culture.
| Qualifications:
- Knowledge of coastal and riverine ecosystems of a Southwestern U.S. region and life histories and habitat requirements of fish and shellfish within this region.
- Strong background in assessing impacts of engineering projects on Essential Fish Habitat
- Technical skills in fish passage, geomorphology, hydrology/hydraulics, wetland ecology, or fisheries biology
- Strong project management skills including project scheduling, budgeting, contract and/or grants management, and ability to handle multiple, concurrent, and competing projects and responsibilities
- Strong oral and written communication skills, including the ability to communicate clearly with non-scientists
- Experience with state and federal regulatory processes
- Experience working on interdisciplinary teams as well as the ability to work independently with little or no supervision.
- Willingness for occasional travel within a region is required
- All applicants must be U.S. Citizens or permanent resident aliens.
- Prior experience working at NOAA NMFS or similar government office is highly desirable.
- Experience with Western United States coastal related issues and habitat conservation issues is desirable. Education Requirements:
- Candidates should possess a Masters degree or a Bachelor’s degree with equivalent experience in one of the marine or aquatic sciences, fishery biology, ecology, hydrology, water resources, earth science, engineering, marine policy or a related field
