POSITION SUMMARY
The Fisheries Assistant Officer reports to the Fisheries Technical Lead and advances implementation of Tuungane Project Fishery Strategy.

ESSENTIAL FUNCTIONS
The Fisheries Assistant supports formation and capacity building of BMUs and CFMAs including fish resources monitoring. S/he facilitates Catch Assessment Survey (CAS) data collection and reporting. S/he closely supports BMUs to develop and enforce by-laws (BMU patrols) that advance sustainable fisheries resource management in their respective village waters; S/he supports identification and protection of community-defined fish breeding and nursery areas.

S/he supports preparation of Tuungane Project Fishery Strategy work plan and budgets and its implementation. S/he advises and trains BMU members and the general community about sustainable fishing practices including identification and elimination of illegal fishing gears, identification and protection of fish breeding and nursery sites; S/he trains BMUs members on improved fish processing technologies and marketing so as to enable them improve their living conditions; S/he fosters cross-sites learning among BMUs members and the general community with the project area on best fishing and fish processing practices, S/he supports advancement of Model household initiative as well as integrated messaging with other Tuungane Project Strategies; S/he supports and advocate use of environmental friendly fishing technologies such as Solar lanterns in fishing so as to reduce emission of GHGs, S/he supports collection of project monitoring data and support Fisheries Technical Lead to prepare quarterly reports

RESPONSIBILITIES AND SCOPE
Supports managing multi-disciplinary administrative and professional staff, with responsibility for performance management, training and career development.
Supports gaining cooperation from outside parties to accomplish program goals.
Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.
Supports program compliance with internal policies and external requirements.
Under minimal supervision, makes independent decisions based on analysis, experience and judgment.
May work in variable weather conditions, at remote locations, on difficult demanding circumstances.
Performs any other duties/assignments as may be assigned by his/her Supervisor
MINIMUM QUALIFICATIONS
BSc degree in Fisheries Management or Aquaculture and 5 years’ experience in fisheries resource management or equivalent combination of education and experience.
Experience in Tanzanian Fisheries legislations and proven experience of working with local resource users and management institutions such as Beach Management Units (BMUs) and Local Government Authorities
Experience in community mobilization, coordinating and conducting trainings for local people
Experience using applications such as Microsoft Word, Excel, and Web Browsers.
Experience in working in remote rural areas...
PREFERRED QUALIFICATIONS

Knowledge of Fisheries management, Aquaculture or equivalent combination of education and experience.
Knowledge of current trends and practices in Fisheries Resource Management including BMU formation and its management, fish breeding and nursery sites protection
Knowledge of Tanzanian fisheries legislations and local government structures
Knowledge of the Lake Tanganyika ecology
Ability to train BMUs and other fisher communities beyond fisheries knowledge
Managing time and diverse activities under deadlines while delivering quality results
Completing tasks independently with respect to timeline(s).
Excellent communication skills via written, spoken and graphical means in English and other relevant languages.
