About us: Trygg Mat Tracking (TMT) was established in 2013 to contribute to the reduction of illegal fisheries internationally.  TMT collaborates with and provides intelligence, analysis, and capacity support to governments and international organisations, in support of fisheries enforcement actions and broader improvements in fisheries governance. We work worldwide but particular focus is on illegal fishing in African waters and supporting fisheries monitoring, controls, surveillance, and enforcement (MCSE) capacity in African coastal States. Background: Close cooperation and capacity building with our partner countries is a cornerstone of our work. Equally important is the generation and analysis of intelligence, which can then inform MCSE planning and actions by the countries and agencies that we work with.


Many of the countries we work with are currently implementing the FAO Port State Measures Agreement (PSMA) and have requested technical support from TMT in these efforts.  In response TMT, in cooperation with Global Fishing Watch, is developing a dedicated programme of support to the practical implementation of the PSMA in Africa, with a particular focus on supporting the Advanced Request for Entry to Port (AREP) process, and the risk assessment procedures that this requires. This process is either non-existent or very nascent in most countries and requires the building of effective inter-agency cooperation and information sharing, particularly between port and fisheries authorities.


The role: We are recruiting a Fisheries Analyst with experience in supporting fisheries port controls implementation, and particularly in the establishment, implementation, and risk-assessment of the AREP process. The Analyst will be responsible to a Senior Analyst and will work in close cooperation with the broader TMT team, relevant national agencies, and our Global Fishing Watch partners. The analyst will use their knowledge and experience of port controls, risk assessment and related systems to support and strengthen AREP procedures, generate supporting fisheries intelligence reports, provide relevant capacity building, and support partner country port control operations.


Main Responsibilities and Activities:

  • Contribute to the development of Fisheries Intelligence Reports and port risk assessments, including information, analysis and recommendations.

  • Support the establishment and/or strengthening of AREP processes and related inter-agency cooperation mechanisms.

  • Develop and maintain strong working relationships with country partners and relevant stakeholders

  • Provide technical support to the countries, including on-the-job training and support to implement new skills, tools and knowledge.

  • Provide MCSE intelligence and operational support to active operations (AREP risk assessment, port inspections etc.)

  • Input on the development of relevant tools and systems

  • Provide research assistance to technical reports

  • Represent TMT at external meetings, workshops and conferences as appropriate

  • Provide broader support to TMT’s operations.

 

Key Requirements:

  • Experience in the implementation of port state controls, and ideally the AREP process.

  • Ability to work in difficult environments, with a range of stakeholders.

  • While travel is currently limited due to COVID-19, it is expected that the role will eventually involve extensive travel (sometimes at very short notice) and time spent seconded with partner countries. 

  • Experience as a trainer.

  • Excellent interpersonal, written and presentation skills. Must have the ability to engage with people from a range of cultures and positions.

  • Ability to work independently. Organised and self-motivated.

  • Technical ability to work in the English language

 

Desirable:

  • Experience working in Africa

  • Ability to work in a second relevant language. French and Mandarin Chinese are particularly desirable.

  • Experience working in an inter-agency cooperation context, particularly in the context of fisheries MCSE

  • Understanding of broader maritime security / transnational organized crime domain
