About us: Trygg Mat Tracking (TMT) was established in 2013 to contribute to the reduction of illegal fisheries internationally.  TMT collaborates with and provides intelligence, analysis, and capacity support to governments and international organisations, in support of fisheries enforcement actions and broader improvements in fisheries governance. We work worldwide but particular focus is on illegal fishing in African waters and supporting fisheries monitoring, controls, surveillance, and enforcement (MCSE) capacity in African coastal States. Background: Close cooperation and capacity building with our partner countries is a cornerstone of our work. Equally important is the generation and analysis of intelligence, which can then inform MCSE planning and actions by the countries and agencies that we work with.


Both TMT and our national partners are increasingly making use of a broad suite of maritime domain awareness platforms (MDAPs) with different data inputs in the course of our work. For our coastal developing State partners in particular, new systems are becoming increasingly accessible that provide the opportunity not just for fishing vessel monitoring, but also to support operational planning and patrols, due diligence processes and case investigation. More broadly these platforms and data have application to use in fisheries management planning, and cross-agency cooperation, for example with maritime security related issues and agencies.


TMT is also currently supporting the establishment, operations and capacity building activities of the regional fisheries monitoring, control and surveillance centre (RMCSC) by the Secretariat and Member States of the Fisheries Committee of the West Central Gulf of Guinea (FCWC) in West Africa. This centre is providing VMS and AIS to national fisheries monitoring centres for several of the Member States for the first time.


The role: We are recruiting a Fisheries Analyst who is an expert in the use of and training on MDAPs. The Analyst will be responsible to a Senior Analyst and will work in close cooperation with the broader analytical team, TMT’s West Africa Coordinator and FCWC RMCSC staff. The analyst will use their knowledge and experience of the use of MDAPs in fisheries MCS, or quickly adapt their experience of using these platforms in related fields, to support the generation of intelligence reports, actively support partner MCSE operations, and provide related structured and live capacity training and support.


Main Responsibilities and Activities:

  • Support active use of MDAPs to monitor regions and vessels of interest.

  • Contribute to the development of Fisheries Intelligence Reports, including information, analysis and recommendations.

  • Develop and maintain strong working relationships with country partners and relevant stakeholders

  • Provide technical support to the countries, including on-the-job training and support to implement new skills, tools and knowledge.

  • Provide MCSE intelligence and operational support to active operations (patrols etc.)

  • Input on the development of TMT Fisheries Analytical tools.

  • Provide research assistance to technical reports.

  • Represent TMT at external meetings, workshops and conferences as appropriate.

  • Provide broader support to TMT’s operations.

 

Key Requirements:

  • Experience in the use of MDAPs in fisheries MCSE or a closely related field, such as maritime security (navy / coast guard. This includes not just positional data such as AIS and VMS, but also experience in use and integration of SAR, optical, VIIRS etc. imagery and other satellite information sources.

  • Ability to work in difficult environments, with a range of stakeholders.

  • While travel is currently limited due to COVID-19, it is expected that the role will eventually involve extensive travel (sometimes at very short notice) and time spent seconded within partner Fisheries Monitoring Centers and the FCWC Regional MCS Centre. 

  • Experience as a trainer.

  • Excellent interpersonal, written and presentation skills. Must have the ability to engage with people from a range of cultures and positions.

  • Ability to work independently. Organised and self-motivated.

  • Technical ability to work in the English language.

 

Desirable:

  • Experience working in Africa – African candidates are actively encouraged.

  • Ability to work in a second relevant language. French is particularly desirable.

  • Experience working in an inter-agency cooperation context, particularly in the context of fisheries MCSE or related maritime sector.

  • Experience support air and sea patrols.

  • Understanding of broader maritime security / transnational organized crime domain.
