FINANCE AND ADMINISTRATION OFFICER

SAR, Seas at Risk the European association of non-governmental environmental organisations working to protect the marine environment of the European seas. We represent 20 member organisations in 14 different EU Member States. Situated a door away from ECOS on the same floor in the same building, the SAR Secretariat comprises 7 staff members, 5 of whom are working from the Brussels office.

ECOS, the European Environmental Citizens’ Organisation for Standardisation, is a non-profit umbrella organisation working to defend the environmental interests in standards and technical environmental policies. We represent 34 member organisations, including 7 pan-European environmental NGOs and 27 national organisations. The ECOS Secretariat is based in Brussels and comprises 8 staff members including 6 policy officers. More information at: www.ecostandard.org.


SAR and ECOS are looking for a joint Finance and Administration Officer to provide strong and professional support to the organisations. The Finance and Administration Officer will report directly to SAR’s Executive Director and ECOS’ Secretary General and will be supervised by SAR’s and ECOS' current joint Finance Manager before taking over his responsibilities in the medium term.

AREAS OF RESPONSIBILITY AND ASSOCIATED TASKS
• Process all transactions (incoming and outgoing invoices, bank statements, salaries), using WinBooks accounting software
• Maintain analytical accounting to provide accurate costs by funder
• Provide financial and administrative assistance for funding applications and assist the Secretary General/Executive Director with fundraising
• Prepare and deliver regular financial reports for management
• Prepare and review project budgets and annual budgets
• Prepare and review the annual accounts and submit them to the auditors
• Prepare regular cash flow forecasts
• Assist in the management of human resources and liaise with the social secretariat
• Implement (and improve) financial and some administrative procedures and policies
• Implement other specific administrative and financial tasks as required
• Manage the finances in an efficient, ethical and cost effective way


REQUIRED AND DESIRED SKILLS AND COMPETENCES
We are looking for a strong finance professional that shows initiative and can work quickly and accurately. Our organisations offer the Finance and Administration Officer to expand responsibilities and tasks and develop into the position of Finance and Administration Manager in the medium to long term.
Essential:
• Strong accountancy skills, either by qualification or experience
• At least three years’ experience of finance and administration in an organisation of similar sizes and complexity
• Familiarity with the Belgian administrative environment
• Good knowledge of French/ Dutch and English (written and spoken)
• Good knowledge of MS Office (Word, Excel), Internet and WinBooks accounting software
• Ability to work independently and be pro-active
• Flexibility, multi-tasking and problem solving skills
Desirable:
• Experience of working for an NGO
• Familiarity with fundraising procedures and applications/reporting requirements of funders, notably the European Commission
• Specific aptitude in IT issues an asset

WE OFFER:
• An open-ended contract with each organisation (ECOS: 40%, SAR: 20%)
• An indicative gross monthly salary from 2.400 € to 3.000 € (full-time, prorated to 60%), depending on qualifications and experience
